World Experts Gather: Mental Health Equity Conference
(22 paragraphs, 12 links, 6 petitions ) PROGRESS REPORT: This year's World Conference on Mental Health will focus on EQUITY. Members of Assistance to the Incarcerated Mentally Ill ("AIMI"), an online human/civil rights group, advocate for mental illness to be addressed with treatment like other chronic health conditions that require monitoring and care, such as heart disease or diabetes. It is gratifying to know that this week, experts will gather to address inequities that mentally ill people face that actually constitute systemic discrimination against our most vulnerable citizens. Homelessness, prison, and death must cease being America's answer for this common, highly treatable health condition. Hopefully, mental health experts will acknowledge that it was a mistake to reduce America's inpatient beds by 90% since the 1960's, while simultaneously reducing community care programs and enacting rigid "immediate danger to self and others" laws that make crisis intervention nearly impossible to access until there are smoking guns and dripping knives.
IF EXPERTS ARE SERIOUS ABOUT MENTAL HEALTH EQUITY, THEY SHOULD SUPPORT H.R.619 TO RESUME MEDICAID FOR INPATIENT HOSPITAL INSURANCE COVERAGE AND RECOMMEND MANDATED PARTICIPATION IN ASSISTED OUTPATIENT TREATMENT PROGRAMS (AOTs) FOR MENTALLY ILL PERSONS EXITING AMERICA'S CORRECTIONAL FACILITIES AND PSYCHIATRIC HOSPITALS.
The only three reasons why 1.25 million mentally ill people are in prison today are (1) unavailable psychiatric services; (2) acute patients' inability to recognize their need for help; and (3) lack of subsistence assistance for mentally ill people who require it to avoid homelessness and hunger. When all three of those critical needs are addressed, mental illness will be decriminalized (reducing crime and prison budgets), and hundreds of thousands of sick people will resume wholesome lifestyles. NEWTON, Mass., Nov. 15, 2010 - redorbit.com/news/health - More than 500 mental health researchers, practitioners, and advocates representing over 40 countries will gather for the Sixth World Conference on the Promotion of Mental Health and Prevention of Mental and Behavioral Disorders, November 17-19, 2010, at the Omni Shoreham Hotel in Washington, D.C. With the theme Addressing Imbalances: Promoting Equity in Mental Health, the conference will focus on inequalities in care, research, and practice in ways that protect the most vulnerable.
Previous conferences in this biennial conference series have been held in Australia (2008), Norway (2006), New Zealand (2004), England (2002), and the United States (2000). Unique this year will be a focus on inequities in how mental health is promoted, and how mental illness is prevented and treated . . . With the recent economic crisis, global sensitivity about the impact on health and mental health has been heightened.
I prayed for the conference attendees, and I prayed for the experts on mental health care needs who will not be in attendance: millions of people who are mentally challenged and their family members and close friends - stakeholders. I prayed that God muzzle any prison investors at the conference; for their self-interests are directly contrary to the needs of psychiatric patients. I was surprised to learn after my brother's secret arrest and murder that mental patients are treated so callously, especially in America. Are brain damaged persons not citizens? Do governments consider them sub-human? Will their families continue being forced to pay taxes to imprison their sick loved ones when hospitalization and community care programs cost less? Will security for patients, their families, and communities continue to suffer in a system that waits for crimes to be done by or to mentally ill people before responding - usually by imprisonment rather than treatment?
Most incarcerated mentally ill people are not murdered behind bars like Larry Neal was, but none of them are helped by being imprisoned, especially in torturous solitary confinement where they comprise over 60% of naked inmates in cold, closet-sized cells, 23 hours each day for months or years. When I began advocacy to decriminalize mental illness in America, I believed that elected officials and experts did not understand the problems and needs of acute mental patients and their families. AIMI members propose (a) mandated psychiatric treatment for patients exiting jails and hospitals, (b) subsistence assistance for those who require it, and (c) more hospital space for patients in crisis or those who require long-term containment due to crimes or extreme disability. Then I learned that Kendra's Law, an AOT program, had already proved to reduce homelessness, hospitalization, arrests, and incarceration by roughly 90% among program participants in New York. With such an excellent success rate, what then is the excuse for not instituting AOT programs nationwide and worldwide?
Crime and prison costs were practically eliminated regarding the AOT program participants. Lives were saved, and people were restored to wholesome lives. Obviously, mental health experts and lawmakers did not really need my efforts to know what must be done to decriminalize mental illness and eliminate homelessness among our most vulnerable citizens. All decision makers need do is put the welfare of human beings above their stock portfolios and treat other people as they wish to be treated.
It is fitting for the Mental Health Conference to focus on equity. The denial of records and accountability regarding my brother's murder proves that mentally ill Americans are not treated equally to dogs, whose abuse or murders are vigorously investigated and prosecuted. In the six (6) petitions below, many mentally challenged people, their family members, and others who are concerned about justice and human rights share their experiences and insight on the issues that will be discussed at the conference. More than a decade has passed since the state of Utah executed a convicted murderer. Now, as the state prepares to once again apply the death penalty, is a good time for Utahns and their elected leaders to consider abandoning this archaic and deeply flawed form of punishment.
In the interim between the execution of Joseph Mitchell Parsons in 1999 and the expected setting of a death date for Ronnie Lee Gardner, the legal, moral and ethical arguments supporting capital punishment in Utah have been eroding like sand castles at high tide.
That is because the state-sponsored killing of a human being, no matter howheinous the crime, is permitted by a system that has been proven beyond doubt to be inherently capricious, unfair and shockingly fallible. And, one by one, state legislatures across the country are deciding that they can no longer justify, even for merely financial reasons, retaining the death penalty as their supreme form of punishment. Already, 15 states have dropped the death penalty and some dozen others have looked at following suit. Lifetime imprisonment under severe restrictions, arguably worse than death, has become the preferred alternative.
Gardner, 49, was sentenced to die in 1985 for the shooting death of attorney Michael Burdell during an escape attempt at a Salt Lake City courthouse. Gardner, who had been brought to the courthouse for a hearing on robbery and murder charges (he was later convicted), also wounded a court bailiff before he was shot in the shoulder and recaptured. Earlier this month, the U.S. Supreme Court declined to hear his latest appeal and the Utah Attorney General's Office has asked a judge to set a date for his execution by lethal injection.
The welcome retreat from the death penalty in the United States began after1994, a year in which there was an all-time high of 328 death sentences since the Supreme Court restored capital punishment in 1976. Last year brought just 106 new sentences. The downward trend has been driven by high-profile cases in which inmates have been sprung from death row by new evidence based on DNA testing, or by key prosecution witnesses recanting their testimony.
The Death Penalty Information Center has identified 129 inmates who have been released from death row since 1977 owing to new evidence. Nine were exonerated and freed last year after serving a combined 121 years behind bars. There simply is no denying that our system of capital punishment in the United States is unalterably broken. To continue to adhere to it is to tread beyond the bounds of what constitutes a humane, moral and just society.

Modern execution is most often done by lethal injection, as depicted in the last photo on this page. But no method of execution can mask the barbaric exercise that it is. It is impressive that Dr. Baldwin is using his retirement years to educate us on this subject. After linking the article above to my FreeSpeakBlog, I wrote to thank Dr. Baldwin for his article and his voice against capital punishment. I sent the comment to him at Facebook and asked him to join my friends circle there. The computer censorship team immediately zapped my Facebook comment. I do not know if Dr. Baldwin actually received it. I read that the FBI is at work at Facebook now. MSN recently reported that the FBI also works at Twitter and LinkedIn. The report was remiss. I will try to contact Dr. Baldwin and see if he actually received my email. I doubt it. Cointelpro became aware of how useful computers are to We the People demanding justice several years ago when approximately 30,000 people met in a demonstration in Jena, Louisaina to protest discrimination against six African American youths who were subjected to racism in the justice system. The demonstration drew people from all over America, and it was completely organized online. Since then, the Internet has been monitored and controlled, particularly regarding advocacy that reveals problems and demands improvements in the justice system. The elite discovered it is insufficient to own and control mainstream media, which censors news on demand, because millions of Americans now use computers to communicate about injustices that happen.
Technology enabled commuters to capture video when B.A.R.T. officers stretched 22-year-old Oscar Grant on the platform of a San Francisco commuter train station and shot him in the back on January 1, 2009. Officers tried to confiscate all of the video cell phones and digital cameras that onlookers were using to film the young father's murder while he was out with friends for the holiday. But some commuters did not relinquish theirs. Therefore, police were unsuccessful in attempts to hide Grant's murder as they did thus far regarding my brother's murder. One of the police officers (the shooter) was charged with Grant's murder because so many people saw the murder. Contrarily, my family has been denied all records and accountability for my brother's 18-day secret arrest and murder in Memphis Shelby County Jail, thanks in large part to a cover-up facilitated by the Johnnie Cochran Firm which pretended (under contract) to act as his wrongful death attorneys. I agree with Dr. Baldwin that capital punishment is wrong. I wrote seven reasons why it is wrong in a comment at Dr. Baldwin's blog at the sight of his article posted above. When I visited his article, first my comment was invisible, then it suddenly appeared - probably more computer tricks. Opposition to human rights for prisoners is strong among prison investors, who reap huge benefits because America imprisons 2.3 million people, including 1.25 million mentally ill citizens who should be in hospitals or in communtiy treatment programs, depending on their offenses. Each inmate in the general prison population costs from $16,000 per year in Georgia to $60,000 per year in New York. Sick prisoners and condemned persons cost significantly more than that. Each condemned person costs taxpayers an additional $90,000 per year, according to the Death Penalty Information Center (DPIC). That is why cybercensorship is used to limit human rights activists' ability to share valid reasons for ending capital punishment.
I have hundreds more cybercensorship videos that illustrate how determined the prison industrial complex is to continue America's skin trade, which moved from plantations to the prison industry after the Civil War. When I sue for the illegal attacks against my freedom of press rights, I hope Dr. Baldwin and many of my network friends and members of online groups who are denied receipt of my emails and articles will join in the lawsuit. Their rights are violated like mine are when they are deprived of mail that is addressed to them or when the mail arrives blank. That happened to ecards I sent to hundreds of people to protest a wrongful execution that was planned in Dr. Baldwin's state, Alabama. Thomas Arthur passed his DNA test and the court received the forensic lab's results in July 2009, but the judge sealed Arthur's DNA results and the D.A.'s office reported plans to request Arthur's death warrant in August. The death penalty needs to be repealed across the nation and around the world. Apparently, they who censor online communications about the issue already know that people will likely respond to sound reasons why capital punishment should be repealed. It is an immoral, expensive exercise in a system where many innocent people have been wrongly convicted and some were wrongly executed. I join Dr. Baldwin in saying DEATH TO THE DEATH PENALTY!

Creativity, innovation, and individuality are are responsible for much that we enjoy in life, from scientific inventions to the arts. However, people are frequently ridiculed, ostracized, and punished - even murdered - for being different in any way. Discrimination is prevalent against minorities, GLBT people, foreigners, obviously poor or uneducated people, and nearly every new kid in a second grade class. Nothing is allowed except uniformity.

We are to conform. We are to think alike, dress alike, and react alike to all stimuli. Otherwise, we can expect to be punished. That is terribly wrong, because God loves diversity. He showed that throughout His creation by making every single person and thing different. No one even has the same fingerprint on two of her fingers! Diversity is good. But society doesn't tolerate diversity very well. This hurts people, and it hurts weak people worse. Acute mental patients CANNOT conform. Therefore, they are Tasered, gassed, warehoused in prisons sometimes without criminal charges, and some are killed. That is why you and I must STAND for those who cannot stand for themselves. We must SPEAK for those who have no voice, those who are shut away in solitary confinement prison cells because they are deemed to be "unacceptably different" and lack the wherewithal to modify their behavior to meet expected standards in society. Psychiatric patients need treatment, not imprisonment. It is illegal to treat dogs as some imprisoned mental patients are treated. We must share their pain and BE their solution.

William could be imprisoned right now just like Jeremy Smith, another member's son who is facing a possible life sentence in a California prison. Jeremy Smith hit another mental patient at his mental health facility, but caused no lasting damage. Upon arrest, Jeremy was rude to a guard. His sentence may be lengthened, as he was charged with making "terrorist threats." Inmates who are schizophrenic like Jeremy often have time added to their sentences. Both William and Jeremy acted inappropriately due to mental illness. After a prolonged search, William's mother was able to find a good program for him in North Carolina where he is progressing. Jeremy and many other psychiatric patients can be restored to useful, wholesome lives. Like any other chronic disease, acute mental illness requires treatment. Besides the fact that treatment accessibility is inadequate in the U.S., many psychiatric patients do not recognize their own need for treatment. Patients whose sense of reason is compromised by mental illness, especially those experiencing a crisis, need someone else to make treatment decisions for them. Therefore, in addition to increasing the availability of psychiatric services, we must stop waiting until crimes are committed before relieving patients of making their own mental health care choices. A small percentage of mentally ill offenders need permanent hospitalization - containment in a secure healing environement rather than life in prison. For others, mandated psychiatric treatment upon prison or hospital release is vital to their ability to function outside of a controlled environment.

It would be significantly less expensive and more humane to provide quality community care programs and inpatient facilities for crisis patients and those requiring long-term care than it is to imprison people, usually after avoidable tragedies. To decriminalize mental illness would advance public safety and reduce the suffering sick Americans endure for being "unacceptably different." For many centuries, acute mental patients were treated as sub-human, and that standard has returned in 21st century America. It is illogical to relegate over a million people to dungeons because they need treatment they may have been deprived of or lacked the rationale to accept. The list of people who made valuable contributions to society despite mental illness is very impressive and includes masters in the field of science, the arts, and government. A life is a terrible thing to waste.

One in five people in America is estimated to suffer from some type of mental illness. I had a sick brother named Larry Neal, a lifelong schizophrenic heart patient who spent 20 years as an inpatient until hospitals closed and downsized in the 1970's and community psychiatric care became less available. Those events caused hundreds of thousands of mental patients like Larry to revolve in and out of prisons and jails for public displays of their psychotic disorders. Larry's repeated arrests culminated in his jailhouse death in 2003 and the birth of AIMI. There are many others like Larry who require better accessibility to mental health care. Some elected officials care about what their constituents care about. Help more people to know and care about this issue. Become an advocate for change by supporting the effort to decriminalize mental illness. Please don't let Larry's death and Jeremy Smith's cruel imprisonment be in vain.
Like fingerprints, everyone is different. We all have certain strengths and weaknesses. One certainty is that all people experience disabilities if they live long enough. But no one should be punished for having a disability, especially with a less expensive option available that is more humane, just, and safer for disabled individuals and the general public. Help bring America out of the Dark Ages. Dogs have protections in America that mentally ill citizens lack. If our canine friends were kept in a small, dark, cold, isolated space for 23 hours a day, most of us would report the abuse. Yet 60% of inmates in solitary confinement are mentally ill. Months ago, I posted one video to Prestojive at http://www.youtube.com/watch?v=iK4Eig5M8K4 - I don't usually publish it because my cyberterrorism and in-person stalking was so intense that I had a bad hair day. I had been forced out of my home the day I made Cochran Firm 3 video. Cyberstalkers had taken over my home computer because I had a pleading due in United States District Court regarding Hattie Neal and Mary Neal vs. The Cochran Firm. As a pro se plaintiff, I'd work on a pleading for weeks, but when it was time to finalize and file it with the court, I'd frequently find that my data was scrambled, my printer program was missing, or I would be locked out of my own PC. Cyberstalkers also disabled my ports so I could not save data on a flash drive, and they removed the program for saving on discs. They put my PC on a network over which THEY are administrators and relegated me to the guest account to prevent my reloading needed programs. All of that illegal interferrence usually left me only hours to reproduce my pleadings and file them with the court in downtown Atlanta. But by the Grace of God, I made the deadlines! That is what I had undergone on the day I made the video at the link above. Afterwards, I was followed to a relative's home where I made the film. It is awfully hard to stand for justice in the New America and dangerous, too.
I recently had someone post another video at YouTube that illustrates the cybercensorship I am subjected to at http://tinyurl.com/ycbkpfy called "PRISON LABOR PROFITS." In 2008 after I escaped the four cars of stalkers and USDOT truck, I had someone post the two Cochran Firm Fraud videos at http://www.youtube.com/watch?v=r1ltCpy1uu0 and http://www.youtube.com/watch?v=QQ5d_wju2M8 . What I tried to do today was log in at my Prestojive account where I posted Cochran Firm Fraud 3 and put the new cyberstalking video in paragraph 1 as a response video. In fact, I would like for them all to be on one channel or response videos to each other.
The cyberstalkers somehow prevented me from logging in as Prestojive, and I don't want YouTube to send me a new password to my gMail account. I input the correct password repeatedly already. THEY sometimes prevent my passwords from working so I have to request new ones. It happens repeatedly regarding my account at Voting Central. [After Voting Central sent me a new password and I was allowed to access the account, it happened again. I am now locked out of Voting Central. I sent a new request for another password, but perhaps the cyberstalkers got to the email first. When new passwords are sent to me at gMail, cyberstalkers use the opportunity to get access to my passwords they don't already have. They moderate my gMail and delete emails they do not wish for me to receive. Usually, they delete messages about my new Twitter followers before I see them, then delete the people from Twitter. Today, I received an email from Change.org about a march for mentally ill inmates, but I opened another email first. When I was ready to view the email from Change.org, it was already GONE! When I try to send emails the cyberstalkers object to, they frequently prevent them. Either gMail will have an error code or the cyberdogs will just bump me offline. If I censor myself and refrain from sending emails to African American groups, prisoner activist groups, and civil liberties organizations, the censorship team is more inclined to allow my emails to be sent.
Since my gMail account is cyberstalked and changing my password doesn't seem to help, would YouTube send me a new password for Prestojive account in the mail? They may monitor my U.S. Mail, too, but I hope not. We are using my post office box to take requests for CDs containing examples of my online censorship across many Internet sites. They definitely already took over our phone service at 678.531.0262 and other numbers before that one. Therefore, I take no chances on mailing out the CDs. I don't use my home mailbox or take them to the post office myself. I would be followed, and who knows what they would do to my mail? Many people have no respect for U.S. Mail. The Cochran Firm sent my elderly mother and me lying letters while they were under contract as Larry Neal's wrongful death attorneys to tell us about our civil action case against Shelby County Jail. However, there was never any civil action case for Larry even started. Déjà vu, America
The U.S.A. historically goes to the aid of oppressed people. Where do families in America have to turn when oppressed? To whom do we appeal for help when our disabled loved ones are secretly arrested and exterminated, like Larry Neal? Who can we turn to regarding H.R.645, the FEMA camp plan? Who will tell our leaders that we need improvements on streets and surface bridges where FREE people travel, not railroad improvements possibly for transporting the masses to places they would rather not go?
The cyberstalking is relentless. I capture videos of real-time cyberstalking and offer copies to the public by donating and requesting a CD at P.O. Box 153, Redan, GA 30074. I am not trained in computer technology and cannot advise how to secure your PCs. Anti-virus programs do not work for me. However, I have been able to alert other human rights organizations when their online data was attacked like mine - links removed from your electronic data or leading nowhere, your links coded to insert spaces upon being copied/pasted or when you hit "send" on emails to render them useless, emails being coded to present with text running together (inadequate spacing between top and bottom lines), selected text in blogs and articles coded to disappear upon copy/paste, large white spaces disbursed throughout your electronic documents that can be used to drag data thereto and render it invisible to readers, and more. The disappearing text trick was used on ecards I sent with information about Cameron Todd Willingham's wrongful execution and ecards about Thomas Arthur's pending wrongful execution. The ecards arrived to addressees blank - the data was gone. Care2 reported a cyberattack in the ecard area on the day I sent ecards about Thomas Arthur having passed his DNA test in July and plans being made to ask for his death warrant in August while his DNA test results were held under seal by the court to prevent the world knowing that he is likely innocent. Censorship revealed on my videos was and is still used against me to prevent prisoner activism and public exposure regarding The (Johnnie) Cochran Firm fraud, and it requires collusion among numerous parties. It takes ongoing cooperation by various oversight agencies and the justice system to continually deny human and civil rights for my murdered brother and deny his family any records and accountability after his death. Part of my censorship and cyberterrorism is done to prevent my advocacy for 1.25 million mentally ill inmates and keep them incarcerated, because prison profiteering is very lucrative. The same DOJ that issued orders to torture detainees in offshore War on Terror camps was in office when Larry was murdered. The same former U.S. attorney general who was indicted in Wallacy, Texas in 2008 for withholding DOJ investigations regarding inmate abuses in return for kickbacks was in office when the DOJ ignored Larry's murder and accepted Shelby County's fraudulent testimony at Release hearings. It is disappointing and shameful that the DOJ under the new administration is unwilling to judiciously address prisoner torture and murders either in the offshore camps or domestic correctional facilities where Americans like Larry are murdered. I had hoped that under the new administration, I would no longer have to stay home for safety combatting cyberstalking online to notify the world about our abuse. Yet, I am still followed and terrorized, and my online interference continues. The Freedom of Information Act request I filed in May 2009 was answered months later with the DOJ declaring its refusal to release any records about Larry's murder. (Browse for my FOIA online.) The cover-up continues while U.S. officials criticize China and Iran for murdering their citizens and practicing censorship and our soldiers fight in the sand for human rights where other governments killed their citizens.

Terrorism and censorship may have been meant to dissuade the Neal family from pursuing justice in court. In case the stalkers were hired to do me bodily harm, I stayed home for over a year, especially after Duanna Johnson's murder on November 11, 2008. (She was a Memphis resident who planned to sue Shelby County Jail for police brutality she suffered there in February 2008). Cochran Firm attorney Angela Mason filed a pleading in USDC in February 2008 complaining that Mary Neal should not say an attorney in her firm had hired a Caucasian man in a white truck to follow her. I notified the court that there is no way Mason should know the color of the vehicle stalking me because I had never told anyone the color, but the court ignored my need for protection. The judge, a Bush appointee, dismissed our lawsuit against The Cochran Firm on February 9, 2009. A few days after the USDC judgment, on February 17, The Cochran Firm published a YouTube video advertising its Atlanta office to the whole wide world, which it never stopped doing, actually. The VIDEO is at this link: http://www.youtube.com/watch?v=vlcolpUzckU. I suppose the judges, the DOJ, Shelby County Jail officials, and Cochran Firm lawyers got a kick out of that. The Neal family are not the only citizens who are denied jury trials. I read this week that the CIA plans to start assassinating Americans abroad who are considered to be a threat. There was no mention of a jury trial for those citizens before execution, either. The Constitution is being overthrown little-by-little every single day.
After The (Johnnie) Cochran Firm tricked my family while the statute of limitations passed to sue the jail for Larry's wrongful death, we discovered that the firm had done no legal work regarding Larry's death that it contracted with my elderly mother to do immediately after Larry's demise. The firm's letters to us about legal work it was doing were lies, mail fraud. Therefore, in 2005 I wrote the DOJ, which was in overview of the jail, and requested the jail's report regarding Larry's death. The DOJ replied that it had received no inmate fatality report about Larry Neal, which violated the terms of the Agreement under the lawsuit, USA vs. Shelby County Jail. Please note that the USDOJ admits at a 2007 document at Exhibit 14 that Shelby County Jail's 2006 Release hearings still omitted revealing Larry's death in that facility. That means Shelby County officials' testimony in federal Release hearings was fraudulent by omission. Although the DOJ knew about Larry's secret arrest and jailhouse death in 2005 and refused to investigate it, the DOJ accepted Shelby County's false testimony in the USDC Release hearings in 2006 that omitted a death the jail chose not to report. The DOJ knew Shelby County's testimony at the federal Release hearings was false - knew Larry's murder was being covered up. US Department of Justice
Shelby County Jail had such a grievous record of violations of inmates’ civil rights that in 2000, the jail was sued by the United States of America. At the time of Larry’s death, the jail was operating under the terms of a settlement agreement related to that suit. Section IV of the Agreement between the United States of America and Shelby County Jail specifically required that the jail make a semi-annual report to the Justice Department. The semi-annual report was to include the individual monthly reports, which the jail was required to keep regarding its operations, as well as mortality review reports on any deaths of inmates during the reporting period. [See Ex. 10 – Agreement - USA/Shelby Co., Section IV.] In May 2005, I wrote a letter to the Justice Department, which was addressed to Terrell L. Harris, Mellie Nelson, Mary Bohan, and Tammie Gregg, and requested Shelby County’s report on Larry’s death. The Justice Department reported that that agency never received any report regarding Larry Neal from Shelby County Jail/ Government. [See Ex. 11 – Lt to USDJ and Response 1.] [See Ex. 12 – USDJ Report 7-26-2005.]
Larry’s family believed strongly that the reason The Cochran Firm accepted Larry’s wrongful death case was partly to protect Shelby County Jail from reporting its breach of that jail’s Agreement with the U.S.A. regarding inmate intake procedures and the care of the mentally ill and physically handicapped persons under arrest in that facility.[See Ex. 10 – Agreement – USA/Shelby Co., Section III]
Larry’s family realized that any reports from the jail to the Justice Department that included July and August 2003 and failed to report Larry’s incarceration and death were misleading at best, and likely fraudulent. Larry’s family wanted to verify that the Shelby County Jail had in fact lied by omission in its failure to report to the Justice Department information about Larry’s incarceration and death. Therefore, on March 29, 2006, I sent a request under the Open Records Act to Chief John L. Wodatch, of the United States Justice Department, for copies of the jail’s reports that included July and August 2003. For 16 months, we received no response from The Justice Department regarding our request for reports from Shelby County Government/Jail for the time period when Larry was incarcerated and died in that facility. [See Ex. 13 – Lt to USDJ – 3-29-06.]
May 2007, I wrote United States senators asking for their help in ascertaining records and justice for Larry, and requesting that our government rethink its current trend of jailing rather than hospitalizing severely mentally ill Americans. Thanks to intervention by Senator Chambliss, on August 15, 2007, the Justice Department finally responded to our March 2006 letter. However, the Justice Department’s response did not include a single copy of any record filed by Shelby County Jail for the time period of Larry’s secret incarceration and death. Instead, Nelson D. Hermilla, of the Freedom of Information/Privacy Acts Branch of the Civil Rights Division of the Justice Department, wrote, “After extensive search in the Civil Rights Division, we are unable to locate records responsive to your request . . .” [See Ex. 14 – USDJ Report 8-15-07.] The Justice Department did not explain why Shelby County Jail was apparently allowed to ignore its reporting responsibilities under the terms of its Agreement with the United States of America. Mr. Hermilla’s letter conflicted with information from the Shelby County Attorney, Brian L. Kuhn. Mr. Kuhn plainly stated in his August 17, 2006 letter to me that the jail’s semi-annual report, including a critical incident review report about Larry’s death, had been filed with the United States Department of Justice in accordance with the terms of the jail’s Agreement with the United States of America.
It is my understanding that in 2006, the Justice Department released Shelby County Jail from overview under the terms of the 2001 Agreement between the United States of America and Shelby County Jail. The Justice Department refuses to conduct an investigation regarding Larry Neal’s death, which occurred at that facility during the time of federal overview. Perhaps the Justice Department seeks to avoid shedding more light on an embarrassing problem – our nation’s lack of care for its mentally ill citizens. In October 2003, the year Larry died, Human Rights Watch, an organization dedicated to protecting the human rights of people around the world, issued a report indicating that America has more mentally ill persons in jail than in hospitals and that mentally ill offenders face mistreatment and neglect while incarcerated. Forbes.com recently named Memphis as the third most miserable city and cited two reasons: a high violent crime rate and a high number of convicted officials. The cities that made Forbes.com's "miserable cities" list ahead of Memphis are being mistreated by my cyberstalking and censorship. As a city where officials collude to cover up the murder of a handicapped citizen who died under secret arrest due to causes that illegally remain undisclosed after six years, Memphis should be listed first.
China and Iran are hotly criticized by the U.S. for killing their own citizens and practicing censorship. Larry Neal's secret arrest and extermination followed by media censorship to keep that murder quiet and terrorism against Larry's family to prevent our justice quest regarding his death and my advocacy for 1.25 million other mentally ill inmates prove that U.S. criticism against other countries for murdering citizens and censoring news is hypocrisy. That is why I cannot upload my cyberstalking videos at this blog and had to have someone else upload the one that is at YouTube. That is why I had to cower in a Chevron station while pursued by four vehicles led by a USDOT truck on September 27, 2008, and police ignored my 911 call. That is why people sit outside my home in their cars and my family and I are frequently followed. That is likely also why the people who moved in across the street from my home had deliveries by a USDOT truck the week they came to my neighborhood. That is why a lie was posted at my phone number, 678.531.0262, saying the phone is not in service or callers are directed to a voicemail box my family cannot access and we receive no notice of callers' messages. That is why my own phone calls are frequently blocked, depending on who I try to call. That is why I visit my websites sometimes, like last night, and see a message saying the site is unavailable and may be permanently deleted. All of that was and is done for one simple reason: The FEMA camps and railroads are not ready yet. Be aware, oh silent one, that with six camps proposed under H.R. 645, there is more than enough room for the Neal family and yours.

Both the Georgia Superior Court and USDC court cases are available online. Witness affidavits attesting to my stalking were filed in USDC, and I have others to pick up from more witnesses. Because I am aware of the stalkers, I only go where there are plenty of people and avoid being away from home after dark; therefore, many people observed the crimes. Proof of my censorship and cyberterror is on the videotapes I recorded during the last couple of years as well as on printscreen snapshots of Internet sites showing the "site down for maintenance" signs I would reach to prevent my access, coffin ads and violent advertising that are peculiar to my computer, and more. We are prevented from going before a jury because of the abundance of evidence that after Larry's murder and the cover-up that is still in effect, his family's civil rights were and are violated to prevent due process of law and to punish us for even asking "What happened to Larry Neal?" My calls and emails are frequently blocked. Please forward this blog to attorneys and all persons organizations who you believe care about civil and human rights.
