One day Larry went missing

We looked for him high and low

For 18 days while he died in jail

“Have you got him?” The Jail said “NO!”



On August 1, police came

A dreaded knock on the door

“We have Larry’s body. He died in jail

Sorry. We won’t tell you more.”



“Well, tell it to our lawyers!

The Johnnie Cochran Firm!

Lynching is illegal!

You might get prison terms!”



“Over that sick coon? We doubt it!

But give it your best shot

We told him to stop singing loud; move on

But he would not!”



Mama cried silently as she signed her name

On the Cochran Firm’s contract

“Don’t let them kill other sick sons

Nothing can bring mine back.”



Lawyers gave us their assurance

And lots of tissues, too

Saying, “Dry your eyes, old Mama!

We’ll get justice for you.”



But The Cochran Firm tricked us

Their promises were only lies

They held Larry’s case inactive

And never asked how he died



The letters David McLaughlin sent

Were false, every one!

The Cochran Firm worked for the jail

Nothing was being done



Too late to hire other attorneys

When we discovered the fraud

Larry’s case file was empty

How could they do this? Oh, Lord!

Am I a Bad Person?


Twelve More Reasons to Decriminalize Mental Illness (12 paragraphs, 20 links)
A woman wrote to WAGblog seeking reassurance that she is not a "bad person" because she gave up trying to care for her severly mentally disturbed brother after their parents died. Letting go is hard. Even when a caregiver feels she has to break ties to protect herself or have a life aside from being a caregiver, one never truly lets go. Love is a binding tie. People who discontinue caring for an adult with acute mental illness should not feel guilty. It is very challenging to protect acute mental patients from themselves and save them from being victimized in a world where they are considered least. Our system too often withholds treatment until AFTER crimes, then imprisons rather than hospitalize sick people. For some families, this creates an element of danger. My mother struggled with my brother, Larry, for many years after he was "de-institutionalized" along with hundreds of thousands of acute mental patients who were released in the 70s. Larry was diagnosed with paranoid schizophrenia before puberty following a mumps infection that may have gone into his brain. For over a decade after hospital release, Larry lived at home with his family. Larry was non-violent, but his actions put him in serious danger. We were unsuccessful in attempts to have Larry re-committed except for short-term crisis intervention.

One day, Larry was walking by a neighbor's home and heard a baby crying. We have many nieces and nephews. Larry thought the baby was asking him for comfort, so he climbed into the nursery window to attend to the baby. Luckily, the homeowner did not panic and kill Larry. Can you imaging going into your baby's nursery and seeing a strange-looking man you don't know rocking your child? The baby was safe with Larry. Larry's family could not protect him from the situations his mental imbalance created after hospital release made him "free." It was particularly hard for my mother to let go, but she was getting old and was very concerned for Larry's safety. Our congressman helped to arrange for Larry to become a ward of the State and live in a care home. Unfortunately, care homes have minimal rules. Patients are not forced to take their meds and they can come and go as they see fit. Sometimes, patients who are in care homes really need to be in a hospital, like the man who stabbed a New York baby while the child's nanny took her on a walk: www.nytimes.com/2005/09/08/nyregion/08baby.html - but the hospitals are closing.

Making Larry a ward of the State was not the solution that we hoped it would be. Larry was not dangerous to others, or he might have been re-committed. He had a toothless grin and a song, if you had time to listen, for everyone he saw. Then he would recite long historical documents or Bible verses very loud. According to the law, Larry should have qualified for hospitalization because of the danger he was to himself, but that did not happen. Prisons have replaced hospitals in America. There are now 1.25 million mentally ill people in prison, and they comprise 60% of inmates in solitary confinement. Gas, restraint chairs, and Tasers are used to control them. Some are killed. Once arrested, mental patients often get time added because they do not understand or lack the wherewithal to obey the correctional facility's rules of behavior. Larry felt that he had a schedule to keep that involved walking about 10 miles a day. Once he got hit by a car crossing a major street. As soon as he was able, Larry was back on his route. He would begin by having breakfast with one of our brothers. From there, he would walk several miles to McDonald's where they allowed him to sit for hours over a few cups of coffee. Then he would go to a recreation center that may have been especially for acute mental patients like Larry, but it is closed now. In any case, he would go there and watch TV, shoot pool, etc. The center had an attendant to monitor the patrons, so Larry felt safe there despite his paranoia. The problem is that Larry would walk those 10 miles to keep his "appointments" without dressing properly for the winter. He got pneumonia repeatedly. Once, when he was just out of ICU for pneumonia, he left the hospital and walked about 5 miles to have his usual breakfast with our brother wearing only a hospital gown (back open!) and paper shoes in sub-freezing weather. At one point, Larry was transferred to a home much further from his "route," but he walked approximately 20 miles roundtrip to keep his imaginary appointments. Larry's hospital bills for numerous bouts of pneumonia and being hit by a car, plus his misdemeanor arrests for inappropriate behavior were probably no less expensive than hospital commitment. Taxpayers saved no money when mental illness was made a crime. Taxpayers pay from $15,000 to $60,000 annually per inmate, and sometimes three times as much for those who are in solitary confinement, like death row prisoners and like acute mental patients usually are. Lifelong schizophrenic patient Jeremy Smith has been in "the hole" for years, and he now faces life in prison for talking rudely to a prison guard. Approximately 1 in 5 Americans has some form of mental illness, and most people function well under treatment like people with any other chronic health condition, such as diabetes. However, some acute patients need constant supervision in a facility with a trained, compassionate staff. Patients in that category are not necessarily dangerous, but they endanger themselves. Larry asked a lady for a dollar one day, and the way he phrased it - "Gimme a dollar, lady. Come on, I know you've got a dollar; gimme a dollar" - made her feel like she was being robbed. Things like that get mentally ill people arrested. Sometimes they are picked on by people in the community who find their conditions amusing. One homeless mentally ill veteran in California was doused in gasoline and set afire. The availability of hospital space for non-violent mental patients became pretty much non-existent after Medicaid funding for inpatient treatment ended decades ago. Hospitals across the country downsized dramatically or closed altogether. Although Larry would go to the hospital to be stabilized during a crisis, he never stayed over a month, and usually less. Hospital closures continue nationwide. Meanwhile, our prison population swells as acute mental patients eventually do something to get themselves arrested - offenses from simple vagrancy to gruesome murders. Approximately 1.25 million mental patients are imprisoned today, which means there is no savings for taxpayers in punishing sick people for having mental dysfunctions rather than hospitalizing them or providing community-based care. But it is much worse for the patients to be imprisoned rather than hospitalized, as police officers lack the training and some lack the temperament to be psychiatric caretakers. Mental hospitals are sorely missed. Many prisoners suffer since mental illness was criminalized. It does not have to be this way. It is less expensive to treat sick people than to punish them for having a common health condition, and many can be restored to wholesome lives. All we need to do is join NAMI, Treatment Advocacy Center, AIMI, and other mental health advocacy organizations in supporting H.R.619, a congressional bill to reinact Medicaid funds for mental hospitalization. I feel sorry for the sister who wrote WAGBlog about having to give up being caretaker for her brother. The burden on families is really great. That is why I feel certain that once the 10 million family members know about H.R.619, they will gladly support the bill. We must let Americans know that an alternative to criminalizing mental illness is available. I hope you will help by sharing the news. There is opposition to the bill that would affect private prison profits, so it will take effort on the part of individual bloggers. When I checked, H.R.619, a very important bill, had received absolutely NO mainstream press coverage. It reminds me of censorship around my brother's secret arrest and murder and the cover-up that followed which was facilitated by The (Johnnie) Cochran Firm. Prison Profits vs. Freedom of Press for Mary Neal, Human Rights Advocate

This blog should have 27 paragraphs, not counting subtitles, and 18 links. I list contents because cybercensorship is used to block out parts of your blogs and mine that authorities find objectionable. Try viewing yours from a different computer often if you write about human rights, and you will see. I published a VIDEO example of cybercensorship at YouTube - "Prison Labor Profits" http://www.youtube.com/watch?v=icRD77mugaI  - and have a two-year library filled with more examples of blatant censorship at Internet sites where I advocate to end criminalizing mental illness, capital punishment, wrongful convictions, excessive sentencing, and The (Johnnie) Cochran Firm fraud.  The censorship is not necessarily the fault of the sites where I publish.  I do not have the resouces to trace attacks against my First Amendment rights, and the government ignores my requests for help although cyberstalking is a crime.  I positioned a photo at this article that the censorship force of America will not allow to show. Censoring Mary Neal is allowed or actually done by authorities in order to prevent my exposing my disabled brother's murder cover-up and expressing the viewpoint that the nation suffers a stiffling prison budget that erodes funds for education, our jobs are disappearing behind prison walls, the death penalty continues despite its loss of public support, and the war is proliferating to benefit prison profiteers, including many decision makers. Just as Troy Davis is under a gag order to prevent his protests that he is innocent, I am illegally censored and terrorized for advocating for justice. Specific examples of the cyberterror that is intended to intimidate me so that I relinquish the right to freedom of press are included below. Additionally, I discovered that when I tried to follow my Care2 Sharebook, the letter "h" would not register; therefore, people cannot actually follow my Sharebook posts. I complained on Twitter, and the "h" letters suddenly appeared at my Blogger blog settings at one link I had written in an attempt to follow my Care2 Sharebook www.care2.com/c2c/share/sharebook/513396753 (I just tried the link to my Care2 Sharebook and reached a page-not-found (DoS). I have more trouble there than at other online sites, perhaps because I use it most. TRY to visit my Sharebook by using Google to browse for "Mary Neal Sharebook" I specify Google because when I use some other major search engines, the browser takes you to selected posts of mine, not the entire Sharebook. Censorship has co-conspirators in high places or it would not work, just like The Cochran Firm Fraud has many co-conspirators.) Furthermore, for the blogs that I do follow in my Blogger, the data from those blogs is from six to nine months old, not current data. Cyberstalkers have been instructed to prevent me from getting current data in the fear that I will attend rallies and meetings and reveal information about my disabled brother's secret jailhouse murder and the cruel conditions under which many other Americans are imprisoned - some of whom have no criminal charges but are imprisoned long-term after lunacy arrests.

NATIONAL HEALTH CARE

Is Psychiatric Care Omitted to Benefit the Prison Industry?

Millions of people have a common, treatable health condition that may be omitted under current proposals for national health care. Censorship and cyberterror are intended to prevent my advocacy for passing H.R.619, a congressional bill that would make inpatient psychiatric treatment possible for middle-class and indigent mentally ill people by resuming Medicaid funding for eligible persons who cannot afford private hospital fees or $150/hour visits with a psychiatrist. Presently, people who lack the funds for inpatient treatment or private doctor's visits are left untreated in hopes that they will commit a crime and join the 1.25 million mentally ill citizens in the prison system - even if the crime is attempted suicide or mass murder. Rep. Eddie Johnson (D-TX, 30) proposed H.R.619 on January 22, 2009. I write about the bill prolifically; however, my tag lines are frequently illegally edited, and "H.R. 619" is removed to prevent the general public from knowing about the bill and to prevent the 111th Congress from seeing the support for the bill from the community. NAMI supports H.R. 619 to resume Medicaid funding for inpatient care, and so do Treatment Advocacy Center (TAC) and other mental health organizations that recognize acute mental patients deserve treatment, not imprisonment for being sick. Increasing mental hospital beds reminds me of the saying, "A stitch in time saves LIVES."

Prison owners and investors recognize that resuming Medicaid funding for psychiatric hospitals would prevent sick Americans in crisis from being incarcerated rather than treated for mental illness. When that funding source was deleted in the 1970's, hospitals closed across the nation, and prisons filled with sick people. They also realize that mentally ill persons who are released from hospitals and prisons should only be released under Assisted Outpatient Treatment programs (AOTs) that provide subsistence assistance and ongoing psychiatric care in their communities. The combination of Medicaid funding for inpatients and AOT programs for community care would eliminate over one-half of the nation's prison cost and give most sick people their lives back. The nation's current prison budget is $50 billion annually, and $185 billion when one adds the costs of police services, attorney fees for indigent clients, and court costs. Over half of that expense results from criminalizing mental illness. That is precisely why I am subjected to heavy censorship and have "citizens police" positioned around my home, stalkers when I leave home to use computers that were not illegally placed on an Intranet to control and impede my input, my phone is tapped - 678.531.0262 (calls go to voicemail, and I do not get the messages).

These and more crimes are done to prevent Assistance to the Incarcerated Mentally Ill, and they are permitted to continue by the government despite my asking for help because many officials, past and present, are prison owners and investors. The prison industry wants to keep mental patients imprisoned rather than treated in hospitals and their communities under H.R.619 and AOT programs; therefore, my attempts to network with people online are often blocked, and gangstalkers follow and terrorize me when I leave home to use computers elsewhere. On one occasion, I was followed by a USDOT truck that was leading four other vehicles that waylaid me at my neighborhood Chevron station. I called 911 and waited on police response for an hour that did not come, and no police investigation of the crime ever happened, just as the DOJ refuses to investigate my mentally and physically ill brother's murder in memphis/Shelby County Jail. Mentally ill people are discriminated against on purpose by the very agencies and individuals that are in place to protect institutionalized persons and prevent discrimination in America. Their victimization extends to people like myself who say, "I Respectfully Object."

THE PRISON BUDGET
Why Prisons are Deemed More Important than Education; Why Teachers are Being Laid Off and Schools Closed

FIFTY BILLION DOLLARS A YEAR IS A SUBSTANTIAL SUM. ONE-HUNDRED EIGHTY FIVE BILLION A YEAR IS EVEN MORE IMPRESSIVE. THAT IS WHAT OUR CRIMINAL JUSTICE BUDGET COSTS. PRISON LABOR PROJECTS GENERATE BILLIONS MORE IN REVENUE. Representative Johnson was courageous to put forth a bill proposing resumption of Medicaid funding for inpatient care. Let us all support H.R. 619, the bill that would help decriminalize mental illness, relieve our prison budget, promote community safety, and save and enrich lives of mentally ill Americans (1 in 5 people) and their families. Ask your candidates where they stand on continuing to wrongly imprison sick people as opposed to treating them, which would save money and lives. While national health care is the leading topic of debate in Washington, demand that our officials stop discriminating against mental illness and include treatment for psychitric conditions in any health care plan they pass. See the portfolios of your candidates and elected officials to determine which of them has a vested interest in prison labor profits increasing and the prison population having sustained growth. Decriminalizing mental illness would eliminate the need for private prisons, because 1.25 million sick people would be treated in hospitals and their communities rather than relagated to prison in solitary confinemnt cells, tasered, gassed, and put in often-deadly restraint chars to die like musician Sean LeVert and Tim Souders, the subect of a 60-Minutes documentary. Tim was tortured on a restraint table for days until he died in a Michigan prison; then taxpayers in that economically depressed state had to fork over millions for his wrongful death. Less money going to prison costs would mean more revenue for education and other domestic programs.

Acute mental patients are imprisoned rather than hospitalized in order that prison profiteers can charge taxpayers significantly more money for "special" arrangements those inmates must have, although most of them actually get no care - only a solitary prison cell where they are kept naked and many are abused and/or killed like Larry Neal was.

Unfortunately, the DOJ was headed during the time Larry Neal was secretly arrested and died in 2003 by former Attorney General Antonio Gonzales, who was indicted in 2008 as a prison profiteer. He allegedly withheld federal investigations regarding inmate abuse in county jails in exchange for kickbacks. He never went to trial. Larry's family hoped that his secret arrest and wrongful death investigation that was denied when Gonzales was the nation's attorney general would happen under the present administration. Instead, the DOJ refuses to honor the president's executive order to strengthen the Freedom of Information Act by responding to FOIA requests promptly. In fact, Eric Holder's DOJ told Larry Neal's family the DOJ will not answer how and why Larry Neal was killed. Prison profiteering is a vast enterprise with many officials being paid your tax money to keep sick people and non-violent offenders behind bars, unprotected by minimum wage laws, normal worker safety rules, frequently deprived of mental and physical health care, and without any protection from abuse or murder. On March 24, 2010, Hank Skinner is scheduled to be executed in Texas, and he was denied a DNA test to prove his innocence. Americans behind bars have the same DOJ making decisions that issued torture orders for the offshore prison camps and that now prohibits full disclosure on those human rights abuses. Larry Neal's denial of open disclosure indicates that American citizens can be secretly arrested and murdered, and their deaths are also covered up just like people who are labeled "suspected terrorists" from other countries.I am not a communist. I believe that God made capitalism. The Bible says that a good woman rises early in the morning and sees to the needs of her family, then takes her goods to the marketplace. God made capitalism, but the devil invented greed. Most prison owners probably have more money than they and their families might spend in ten lifetimes. Why imprison ever increasing numbers of people, including sick American soldiers, to get more money? If this is not being done for the love of money, POWER is the motivation. Lording over people feels good to some elitists. I admire honesty although I am not a communist. At least officials over other governments that secretly arrest and murder citizens and ignore what citizens want done and do their own thing, wiretap and practice censorship, etc., just come right out and admit to being communist or Nazi. If for no other reason, I do admire their honesty. I appreciate the Chinese leader who recently spoke to one of our leaders about U.S. censorship and human rights violations. I often send tweets to the UN at @UN - but U.S. citizens really have nowhere to turn but to each other. That is why it is important to stay out of those FEMA camps planned under H.R. 645. No people ever escaped from concentration camps except through intervention by another country, and no one is likely to save Americans if we let it happen. If Alcee Hastings and the co-sponsors of H.R.645 are re-elected, it will only be because news about the FEMA camps is withheld.

Pray for Rep. Johnson's safety and help to promote H.R.619. I do not know whether the former psychiatric nurse fully understands the powerful foes her bill has and how far they will go to keep sick Americans behind bars. Where Did the Jobs Go? Who Profits by a Bad Economy?

CYBERTERRORISM AND IN-PERSON STALKING are employed against Mary Neal to prevent my publishing the fact that many of the jobs Americans believe went to third world countries actually disappeared behind prison walls along with 2.3 million Americans, two-thirds of whom are non-violent offenders who were enslaved for that purpose. Recognize that a bad economy improves prison growth as desperate people do desperate things. It is a conflict of interest for some officials to improve the economy, as it would interfere with the proliferation of the prison industrial complex. It would be a conflict of interest to return jobs to the private sector by decriminalizing mental illness and eliminating excessive sentencing, three-strikes laws, mandatory sentencing, wrongful convictions, and the death penalty, which costs taxpayers around $90,000 more per year for each condemned man.

SLAVERY is so lucrative that while support for H.R. 619 is stifled, another bill, H.R.645 to build six concntration camps in America, is picking up co-sponsors in the House of Representatives. Under H.R. 645, millions more Americans will be given full employment in FEMA centers with uniforms provided. The Massachusetts Martial Law bill provides that Americans may be interned in the FEMA camps for such "offenses" as refusing to accept an H1N1 vaccine should an "emergency" be called. According to the Left Business Observer, the federal prison industry produces 100% of all military helmets, ammunition belts, bullet-proof vests, ID tags, shirts, pants, tents, bags, and canteens. Along with war supplies, prison workers supply 98% of the entire market for equipment assembly services; 93% of paints and paintbrushes; 92% of stove assembly; 46% of body armor; 36% of home appliances; 30% of headphones, microphones, and speakers; and 21% of office furniture. I made a request at Google Forums for help sharing my cyberterror, which the government allows to continue in order to keep people ignorant of terrorism against my family for asking WHAT HAPPENED TO LARRY NEAL and discrimination against...10 million mentally ill people and their family members ... by criminalizing mental illness in America. A modified version of my help request is below.

Hello. I tried to share some of my cyberterrorism via Google Docs. My Google Docs all are labeled "not shared." Everything I put online is published to share with the entire universe, especially since mainstream media will not publish anything about the secret arrest and wrongful death of Larry Neal and The Cochran Firm fraud that followed to cover-up his murder in Memphis/Shelby County Jail in 2003. I tried to send the Google Doc page named "DOG JUSTICE" to my blog at http://freespeakblog.blogspot.com/ , but it keeps saying "timed out."

The "Dog Justice" Google Doc is a screen shot of the sick, possibly abused dog I was forced look at whenever I sent emails from Yahoo to thousands of people about Larry's murder and the need to decriminalize mental illness in America. Later, when I was prevented from communicating with African American groups and prisoner activists using my Yahoo Mail account, it was almost a relief not to have to look at that sick dog any longer. The sick dog ad mocked my family's justice quest. We call our justice quest "Dog Justice" because Larry's murder is deprived of the investigative and prosecutorial justice that dog abuse cases get in America.

I also want to share the screen shot of the big, black gorilla that Internet links to some of my Care2 shares led. The "www" in those links was exchanged for the word "primate." When people selected the links, they led to a photo of a large, black ape instead of to my posts. Most of my Care2 shares, NowPublic.com articles, and FreeSpeakBlog blogs expose victimization of helpless people like Larry was, i.e., videos of an elderly woman being tasered at a traffic stop in Texas, a mentally challenged student being assaulted by his school police officer because his shirt tail was out, and a legless elderly African American man who police tasered in his wheelchair. My Internet posts are objectionable to some people. I do not share news to embarrass people in authority, but to enlist support improving human and civil rights.

People retaliate against my using my "freedom" of press by sending cyberterror for asking about my murdered brother and advocating for justice for other victims. In fact, I saved screen shots (using print-screen function on my computer) of most of the cyberterror I receive. I put the coffin ad cyberterror on my Google profile at http://google.com/profiles/MaryLovesJustice - The cyberterrorism is done to make Larry Neal's family join mainstream news in censoring the fact that Larry was a lifelong mental patient who was kept under secret arrest in Memphis Shelby County Jail for 18 days until he died under yet undisclosed circumstances. Authorities refuse to say whether he was Tasered, died in a restraint chair, or expired from deprivation of his heart drugs while my family and Larry's social worker were continually told that neither Larry nor a John Doe meeting his description was incarcerated in the jail. http://wrongfuldeathoflarryneal.com/

We keep trying to get authorities to tell Larry's survivors how they killed him and why, but the jail refuses to answer federal subpoenas and the USDOJ refuses to respond to our Freedom of Information Act Request, which is also online.Now I use Larry as my "poster child" to help promote a bill by Rep. Johnson (D-TX 30) to make inpatient psychiatric care more accessible by resuming Medicaid funding under H.R. 619. Rep. Johnson is a former psychiatric nurse who knows that acute mental patients belong in the hospitals, not behind bars like 1.25 million of America's mentally ill citizens are right now. Mentally challenged offenders who are nonviolent like Larry should be released from jails and hospitals only under Assisted Outpatient Treatment programs, providing subsistence assistance and treatment that is mandated by the court.

I have numerous screen shots of my cyberterror that should be uploaded to Google Docs, including the one showing a large dried-up ant that I was forced to view for many weeks at YahooMail and the coffin ad that is at my Google profile as well as the six men holding rifles that greeted me for weeks whenever I tried to communicate with members of my group at Care2 - Assistance to the Incarcerated Mentally Ill - http://www.Care2.com/c2c/group/AIMI

At one point, whenever I tried to update my Care2 profile page, a lethal injection bed with my name underneath it would pop out of nowhere. A family friend saw it one night and gave me an affidavit that I filed in our USDC case against The Johnnie Cochran Firm (suit for defrauding my family - working for the jail behind our backs to prevent our wrongful death lawsuit regarding Larry's murder). Unfortunately, the young woman, my witness, was stopped by police and beaten soundly last fall on the day I had rented DeKalb Community Center to give youths an opportunity to showcase their talent. Apparently, authorities believed I would use the opportunity to tell the community about Larry's secret arrest and murder, The Cochran Firm's fraud (having a judge issue a court order that there is no Cochran Firm office in Georgia as an excuse to dismiss our lawsuit for the firm's fraud as Larry's wrongful death attorneys), and the terrorism we endure, being followed by gangstalkers and a USDOT truck.

I also want to publish on Google Docs the "NO RESULTS FOR TROY DAVIS" print screen I captured when I searched for Troy Davis' name at Twitter's "real time tweets" field. I noticed this week that NONE of my tweets about Troy Davis and Hank Skinner, two death row inmates, came up when I viewed the tweets that posted under searches for real-time tweets about those men at Twitter. Today, I was astounded to get the "NO RESULTS FOR TROY DAVIS" response at Twitter. There is much cybercensorship surrounding prison issues like the death penalty, criminalizing mental illness, and America's high prison rate.

One example of online censorship is my video "PRISON LABOR PROFITS" at YouTube. Unfortunately, the video is captured by those who can get around Google's security and control the hits counter as they also did regarding my COCHRAN FIRM FRAUD videos 1 and 2. As was the case with those Cochran Firm Fraud videos, people have trouble commenting at my "PRISON LABOR PROFITS" cybercensorship video. I hope that any national health care reform bill that passes incorporates provisions for psychiatric care instead of prisons for Americans who have mental illness. It is time for our country to come out of the Dark Ages when mentally ill people were kept in dungeons, abused, and killed, like they continue to be while behind bars and during lunacy arrests in 21st Century America. AIMI is not alone in promoting H.R. 619. NAMI, which has 250,000 members across the nation, announced its support of H.R. 619 in January 2010, Treatment Advocacy Center promotes the bill, and most other mental health orgs also support resuming Medicaid funding for middle-class and indigent mental patients instead of remanding sick people to prison. Sick inmates like Larry Neal was and their family members are citizens, too, and they number around 10 million. African Americans and Christians First?

There are conspiracies that are not theoretical, but certified. The secret arrest and wrongful death of Larry Neal cover-up is an ongoing conspiracy. I really do believe we can do better than homelessness, prison and death for mentally challenged Americans. We can begin by passing H.R. 619 for Medicaid funding for mental hospitalization. If decision makers institute assisted outpatient treatment programs (AOTs) like Kendra's Law for subsistence assistance and mandate psychiatric treatment for acute patients who are discharged from hospitals and prisons plus pass H.R. 619 to increase the nation's psychiatric hospital beds, the nation would completely decriminalize mental illness. But that is not something that everyone wants.

@Twitter @Google Whenever I'm not really on Twitter but stalkers' network, I can't retweet. That's a good test for censored ppl to use - That tweet just sat in my Twitter input field. I discovered that easy method to tell when I am on my cyberstalkers' network as opposed to really being at Twitter. I think it is important to pass such tips along to My Fellow Americans so that you can easily recognize when you are also illegally taken off Internet and put on a censorship team's Intranet. It may never happen unless the government wants to hide the murder of one of your close relatives or you advocate for human rights for prisoners - including prison release for half the inmate population. I am director of Assistance to the Incarcerated Mentally Ill ("AIMI"), advocating to decriminalize mental illness. That online advocacy began after Larry's murder and our realization that 1.25 million other mentally ill Americans like Larry are cruelly imprisoned rather than treated in hospitals or community care programs.

Congratulations to Judge Kevin Fine of USDC 177th Dist., Houston, Texas. Judge Fine declared the death penalty unconstitutional. He had the courage to do so in the state that leads the Union in executions. Hopefully, Judge Fine realizes that our "authoratives" (no, I did not mean "authorities") engage in many unconstitutional activities all the time, and killing people is probably a favorite. Although condemned men are executed at a brisk rate in Texas and other mostly Southern states for murders, proved or unproved, the authoratives flat refuse to answer how they murdered Larry Neal, a harmless, lifelong schizophrenic heart patient who aggravated police with his loud singing and occasional panhandling on the streets of Memphis. Forbes recently pronounced Memphis the third most miserable city in the USA, but Forbes owes an apology to the two cities that precede Memphis on its list.

I am cybercensored, persecuted, gangstalked, threatened, and endangered because I refuse to join in the cover-up regarding my brother's murder by withholding further reports to We the People regarding his secret arrest and death. I am punished for not being like mainstream media and simply ignore the fact that after Larry's death when we sued The Cochran Firm for defrauding Larry's family to protect the jail, The Cochran Firm was allowed by the court to disclaim having a Georgia office (that is where our lawsuit was served). That is the basis under which our lawsuit was dismissed by Georgia Superior Court (superior to all African Americans and all mentally ill people and their families). One conspiracy leads to another when it comes to hiding murders. The flagrant violations against my Constitutional rights that are done to hide Larry's murder cover-up are probably atypical. Whenever possible, authoratives get around direct attacks against citizens' rights by enacting laws that supercede the rights that Americans supposedly have. For instance, in one of my illegally censored articles this week I reported that Georgia legislators enacted a law in 2006 that erased the right to trial by jury for crime victims and their survivors. Police officers or rich, well-connected Georgians can possibly kill citizens, be indicted for murder, then the presiding judge can dismiss their murder charges without jury trials. Whether such cases proceed to jury trial is up to the judge's discretion as long as the defendants plead self-defense like most police officers do when they shoot citizens. That law disposes of the right to trial by jury for victims. I learned about it when the murder charges against an officer were dismissed without jury trial this week in the 2002 shooting death of an African American teen, Corey Ward. That particular article is probably censored heavily because I mentioned the Troy Davis case and described my family's commonality with him regarding Georgia courts' refusal to grant jury trials in certain cases - especially when one has an abundance of evidence and authoratives do not wish for the plaintiff or defendant (whichever the case may be) to win. That brings us to another tweet I had trouble posting yesterday. It shows up on my profile page at Twitter now, but I will have to check with my followers to see if they actually saw it post. I never saw it post on my "home" page view. I wrote:

For about an hour on March 5, I was actually on Twitter. I could see tweets by people I follow posting rapidly. It was an amazing sight. Ordinarily, I only see my own. And some of my own tweets do not actually show on my home page view, like the one above, but they appear on my profile page view. Are they also skipping the "home" view for my followers? Cyberstalking would probably make more sense if people did not have video cameras to record illegal First Amendment attacks on citizens who only want to get accountability for their relatives' deaths in secret government custody.

I never would have thought I had the right to peacefully assemble online with other people and advocate for the government to stop discriminating against mentally ill people like Larry if authoratives had not decreed that my classmates and I say the Pledge of Allegiance every morning. That message of freedom being indoctrinated into people who are intended to be slaves is counterproductive to authoratives' ultimate goal, although it is undoubtedly useful to instill the fallacy of "inclusion" into all citizens to keep us paying taxes and sending sons and daughters marching off to wars (supposedly to protect human rights in foreign lands). Freedom of assembly is another of the rights that members of Assistance to the Incarcerated Mentally Ill are denied by censorship. People cannot assemble online if their emails do not get past their kitchen ceilings and articles they write are deleted or blacked out in parts, or if their links are disconnected from the material they are supposed to link to, can they? Danielle is advocating for her brother Nick, and now her computer is acting "funny." She wrote about it at this link: http://www.care2.com/c2c/share/detail/1411119 - Authoratives simply do not care to hear AIMI members' petition for a redress of grievances about the government cruelly imprisoning (or killing) sick people who need psychiatric care and not prison cells, and neither do authoratives want AIMI members to amass support from other people who are not sociopathic enough to believe that mentally ill people deserve torture and extermination.

It is permitted for Americans to gather for a church bake sale and use the Internet to discuss what stars wore to the Grammy Awards, but not to advocate for an end to the death penalty, excessive sentencing, wrongful convictions, trying children as adults, and most of all - decriminalizing mental illness. All of those advocacies threaten profits by private prisons, and many of our authoratives are well represented among prison investors. Removing a man from jail or giving him the skills, education, or psychiatric treatment he needs to avoid recidivism is to directly and negatively impact authoratives' personal incomes. Condemned inmates are best for prison investors. According to the Death Penalty Information Center (DPIC), states (taxpayers) pay an extra $90,000 per year for warehousing condemned people. (I hope you did not think it was mercy that made authoratives keep them alive for 20 years after being sentenced to execution.)

I noticed that my most fierce censorship happens when I try to connect with other Christians to ask support for incarcerated mental patients in obedience to Matthew 25:40 and Hebrews 13:3. I used to comment on TheRoot21, but now I reach a graphic design of a big door with a lock on it when I log in there. That happened after I commented on Michael Vick's punishment and posted my poem, Dog Justice. I got a DoS when I tried to register at Black Christian News Network 1 at http://www.blackchristiannews.com/ . Authoratives do not want African American Christians knowing anything about lynchings happening that are allowed or facilitated by the government (authoratives refuse to say which). In fact, I am usually prevented from posting tweets or sending emails to Christians and African American groups or prisoner activist groups, especially at YahooGroups where I joined so many. I suppose Christians are not to know how much the New World Order has already eroded American freedoms, and African Americans are intended to remain adoring toward an administration that actually allows lynching without accountability for Larry Neal, one of our weakest members. Authoratives do not wish African American groups to get reminded that 1 in 9 young black men remains incarcerated and 1 in 15 of all adult black citizens in the land of the free. America has more prisoners than any nation in world history, and two-thirds of them were sentenced (often excessively) for non-violent offenses. Significant reductions in prison rolls and accountability for Larry Neal's murder are not perceived as being reasonable requests by authoratives.

Prison releases that are discussed or done to relieve states' budgets usually involve older prisoners, including murderers, rather than young men and women who were sentenced for nonviolent crimes. Young, nonviolent inmates are the best type for prison laborers (slaves). Apologies for slavery are intended to suffice for African Americans, although slavery only moved behind prison walls along with 2.3 million people and many of our jobs. I mentioned African Americans several times in this article although the same problems affect us all. Most of the members of Assistance to the Incarcerated Mentally Ill are Caucasians, and they face the same problems as every other family does when their loved ones are criminalized for mental illness. AIMI's members and supporters are all races and religions, and many are atheists. Everyone is welcome, because an injustice anywhere is a threat to justice everywhere (MLK). However, problems within a social structure affect those at the lower socio-economic level sooner and more severely than others. Then it spreads. Ask Germans who lived in pre-WWII Germany or visit the Jewish Virtual Library online. See another article in this blog entitled, "Nazi Extermination of the Mentally Ill in Germany and the USA" for memos between Nazi officers regarding the extermination of sick citizens, Jewish and non-Jewish alike. White Americans are actually more represented among the 1.25 million sick citizens warehoused in prison than other racial groups. Middle-class and poor families of all races and ethnicities lack funds for private hospitals or $150 per hour psychiatric office visits.

It is estimated that 1 in 5 Americans has mental illness, and many famous, intelligent, talented people are in that number. As the economy worsens, more people than ever are experiencing mental health problems, and more families are crossing the poverty line - backwards. Of course, our authoratives know that. That is probably why cyberstalkers attack my attempts to alert the public to H.R. 619, Rep. Eddie Johnson's bill to resume Medicaid funding for psychiatric inpatients. Authoratives who are also prison investors mean to keep their sick inmates. Acute patients who are usually punished with solitary confinement torture are worth even more than inmates in the general prison population. Thank God that most of our representatives are not prison profiteers. The 111th Congress currently has 177 bills pending that would help address mental health issues, but none as effective as one bill that attacks the root of evil - H.R. 619. Funding for mental health care should not be overlooked while the nation contemplates national health care, especially since treatment is cheaper, more humane, and safer for communities than imprisoning people after avoidable crimes. Most congressional bills never reach the floor for a vote. Please call or write your representatives and ask them to support H.R. 619.

It is gratifying to see that mentally challenged people and their relatives and next friends are finally beginning to understand that Americans with mental disabilities are discriminated against by withholding treatment and support that people with physical disabilities have. Psychiatric patients must stop being preserved in their untreated states to boost prison rolls. Ohio inmates filed a class action lawsuit. I hope it is only the beginning. God said, "Let my people go." I remind authoratives of that through the microphone on my PC, which they illegally use to listen into my home. I wrote two articles about the Troy Davis case this week, so the censorship force and my family's gangstalkers went crazy on my street. After I escaped a USDOT truck on September 27, 2008, and mostly stayed home for safety since, NEW neighbors moved in across the street from our home, and a USDOT truck made deliveries there - an 18-wheeler. They probably want us to know who they are and why they came. If you have neighbors the DOT helped to move in, let me know and put our minds at ease, please. Incidentally, most co-sponsors for H.R.645 are on the Transportation Committee in Congress. Railroad improvements are planned, which I do not find surprising in the least.

Authoratives have evidently decided that I am completely out of line to expect records and accountability for Larry's secret arrest and murder. They are apparently so prejudice against Americans with mental disabilities that they cannot concieve of why Larry's death should matter to his family. Perhaps they expected a thank-you note or a check, like a vet who puts down a pet. I received notice that I have even been whitelisted for asking WHAT HAPPENED TO LARRY NEAL and requesting that acute mental patients like Larry be treated in hospitals and community care programs rather than relegated to 9' x 6' isolation cells for months or years, naked, sick, and imprisoned. As dangerous as it seems to be to disappoint the authoratives, I must obey my Father. He said we will be judged by how we treat the least of these, His brethren. Matthew 25:36 specifically refers to sick, naked prisoners. Other inmates have orange jumpsuits, I BELIEVE.

Elite Integration - Mary Neal's Response to Dr. Watkins re: BCC




Dr. Boyce Watkins wrote an article decrying the disappointing representation the African American community receives from African Americans in public office. Below is my response.  PLEASE NOTE that the congressional bill this article promotes, H.R.619, is moot now. It died in committee in February 2011. That happened because the media censored the bill, and censorship was used against individuals' attempts to notify the public that a bill was available to reinstate Medicaid for inpatient psychiatric treatment.  Conscious people should still contact their representatives and support the concept of treatment replacing punishment for mentally challenged people, but H.R.619 is no longer available to promote specifically.

Unfortunately, Dr. Watkins, the lack of responsiveness from African American officials in addressing the needs of ALL constituents (beginning with the ones who elected them) is old news to me. I knew years ago that there has been what I call "Elite Integration." I wrote a poem about elite integration and broadcast it on a Rev. Pinkney Blogtalk Radio Show in January. When an African American handicapped man can be secretly arrested and murdered in Memphis Shelby Co. Jail and authorities respond by covering the crime and allowing or facilitating gang stalking against his family for asking WHAT HAPPENED TO LARRY NEAL, we're already at rock bottom regarding accountability from leaders of all races. It is time for African Americans to stop voting along racial lines. WE should pay more attention to MLK's speeches - judge not by the color of one's skin, but by the content of his character. That is not an admonition to whites only, but to everyone. Most of those we send to be our public servants have no loyalty to us as fellow African Americans or as constituents. See these articles:

I wrote "Elite Integration" when I realized there was no change intended regarding the DOJ's refusal to investigate Larry's lynching in a publicly-owned correctional facility where the harmless lifelong schizophrenic heart patient never should have been in the first place. While America's black, white, Latino, Asian, and Native American populations engage in infighting, the nation's wealth is still held by the top 5% of the population, and the gulf between America's rich and poor people is wider now than it was when Dr. King and 250,000 others met in Washington for the Poor People's March in 1963. Not everyone is suffering from the economic downturn. In fact, it gives the prison industry a tremendous boost.

I urge all people, particularly African Americans, to call or write your elected officials and ask them to support H.R. 619, a bill by Rep. Eddie Johnson (D-TX 30) to resume Medicaid funding for inpatient psychiatric treatment. There are currently 1.25 million mentally ill people in prisons and jails throughout the country as a result of "de-institutionalizing" mental illness in the 1960's and 1970's. The sick inmates are people who lack the finances to afford treatment by a private psychiatrist in his/her office or hospitalization during crisis. Many mentally ill offenders have the added challenge of drug and alcohol addiction. They cannot afford drug rehabilitation in the Betty Ford Center or any other private facility. Every prison issue has significant impact on the black community, because 1 in 9 black men and boys under the age of 34 is presently incarcerated, and two-thirds of all inmates were sentenced for drugs or other non-violent offenses.

While many African Americans decry the depressed economy, the weakest among us endure more than foreclosed homes or lost wages. They are locked away in prison where 60% of those enduring solitary confinement torture are mentally ill. Americans of all races should realize that if the motivation behind the country's high incarceration rate is removed (private prisons), the economy would improve immediately. Many of the jobs that Americans think went to third world countries actually went behind prison walls and are done by inmate laborers (slaves). Furthermore, the suffocating prison budget would be reduced if decision makers' conflict of interest was removed. Revenue could be increased for education, job creation, and youth programs that prevent incarceration and recidivism.

I experience much cybercensorship and in-person stalking because I advocate for Human Rights for Prisoners and write articles to give Assistance to the Incarcerated Mentally Ill. The attacks against my advocacy are allowed by all authorities who have a sworn duty to protect my right to free speech and freedom of press. This is in large part because private prison investors earn significant revenue by "trans-institutionalizing" mentally ill people into their facilities. Indigent acute mental patients like my murdered brother, Larry Neal, only traded a hospital bed for a solitary prison cell. Larry was cared for in a state mental hospital for around 20 years after mumps went to his brain before puberty; then he was "freed." Private prison owners and investors mean to keep America's indigent mentally ill prison population behind bars and add to their numbers poor and middle-class veterans who transition home suffering from Post Traumatic Stress Disorder (PTSD) - after some tragedy that should have been avoided by using Assisted Outpatient Treatment programs and other community care options.

Dr. Watkins, if you wish to know where your elected officials' loyalties lie - with big business or their constituents - find out where they stand on H.R. 619 to amend Title XIX of the Social Secuity Act and resume Medicaid funding for inpatient psychiatric care. Passing that one bill would 1) be just and humane for mentally ill CITIZENS and other incarcerated sick people; 2) promote community safety; and 3) reduce the high prison budget. When mental illness among poor and middle-class people was shifted from the Department of Health to the Department of Corrections, approximately 10 million citizens were directly impacted (sick people and their relatives). The potential for crimes by untreated mental patients and higher taxes affect us all. With the advent of private prisons, the U.S. gained the largest prison rate of any nation in world history.

Dr. Watkins, African Americans in positions of trust are no more likely to deal fairly with constituents than any other officials. It is time for all people to lay aside prejudice and stop judging who to support for elected office based on skin color. Look at candidates' past voting history and service to their communities and really listen to their speeches. If you BELIEVE you have representatives who honor and protect Americans' constitutional rights, including the right to life, ask them this question: "WHAT HAPPENED TO LARRY NEAL?" Let me know how they answer, please. I have asked that question for six years of every official office, and even our Freedom of Information Act request to the United States Department of Justice is denied a response. Ignoring the government's legal obligation to give Larry Neal's family records and accountability for his murder and the cover-up that followed did not end when an African American became Attorney General. Larry's death continues to be denied the investigative and prosecutorial effort that dog abuse cases get. Righteousness is not determined by race.

Many African Americans, Caucasians, and other people need to recognize our commonality above racial distinctions. There is vigorous debate between Republicans and Democrats on important legislation, but our elected officials repeatedly vote uniformly on bills that erode Americans' civil liberties and benefit corporate interests. The elite have already integrated.
