Rally Against Brutality and Deaths in Custody

I.
In-custody brutality and deaths threaten peace in the United States, yet they are becoming the modus operandi of murderous police officers. This is true presumably because they are easier to cover-up. Some media companies are attempting to fill the gap in reporting deaths by police, which the U.S. Justice Department deliberately leaves, but journalists should include deaths that occur soon after arrest in order to get a more accurate total. Increasingly, victims are hauled off to jail before killings, where police cannot be filmed by commuters. Some arrestees, like Freddie Gray and Kelly Thomas, are barely living shortly after their police encounters, and other doomed victims, like Larry Neal and Daniel Linsinbigler, live in custody for a couple of weeks. Many arrestees receive capital punishment in extrajudicial killings without any benefit of trial. In fact, numerous victims die before their first appearance in court. (The paragraphs in this article are labeled I through XXXV to discourage hackers. This article has absolutely NO empty lines. If any empty lines appear, they represent sabotage by hackers, and we will schedule more rallies.)

In addition to jail deaths, America has an extremely high rate of deaths in prisons - 346 in Florida alone in 2014. The United Nations Committee Against Torture addressed the United States' high rate of in-custody deaths after its review last fall. Its findings and recommendations are below.

DEATHS IN CUSTODY 
22) The Committee notes with concern that 958 inmates died while in the custody of local jails during 2012, an 8 percent increase from the 889 deaths in 2010. During the same year, State prison deaths remained stable with 3,351 reported deaths. The Committee is particularly concerned about reports of inmate deaths occurred as a result of extreme heat exposure while imprisoned in unbearably hot and poor ventilated prison facilities in Arizona, California, Florida, New York, Michigan and Texas (arts. 2, 11 and 16).
IV. 
The Committee urges the State party to investigate promptly, thoroughly and impartially ALL deaths of detainees, assessing the health care received by inmates as well as any possible liability of prison personnel, and provide, where appropriate, adequate compensation to the families of the victims.
V.
RALLY AT THE GEORGIA STATE CAPITOL, Mondays Throughout August
On August 3, we will hold a rally at the Georgia Capitol from 11:00 a.m. until 2:00 p.m. against brutality and deaths in custody and bring awareness about a congressional bill, H.R.2646. More than half of the victims of violence by police and corrections officers are mentally ill people. Over 60 percent of the prisoners enduring torturous solitary confinement are also mentally challenged. Assistance to the Incarcerated Mentally Ill planned the August rallies in commemoration of the "Wrongful Death of Larry Neal" and other victims. August 1 marks the 12th anniversary of Larry Neal's kidnapping and death in Memphis Shelby County Jail, which happened in 2003. We also plan to bring awareness to H.R.2646 "Helping Families in Mental Health Crisis Act," a federal bill introduced by Rep. Tim Murphy (R-PA) and Eddie Denise Johnson (D-TX), which has provisions that should help reduce mass incarceration of persons with serious mental illness.
VI.
There is little to no effort to "investigate promptly, thoroughly and impartially" any deaths of arrestees and U.S. prisoners, and unfortunately, in-custody deaths engender even less accountability by law officers and guards than public shooting and Tasing episodes. Without videos and witness statements by onlookers, the American public usually has only the word of law enforcement and prison officers as to what caused the deaths. Generally, families are told the victims killed themselves or were found in their cells unresponsive. Occasionally, the victims' fellow inmates provide witness statements regarding overuse of force, and some in-custody deaths are ruled homicides by medical examiners. Even then, there is seldom prosecution. July was the deadliest month for police violence this year, with 118 victims reported by The Guardian. Yet, notices about the peaceful rally are being censored.

Whenever police departments or correctional facilities are perceived by the public as having done inexcusable crimes against humanity, the U.S. Justice Department is pressured to investigate and prosecute. Unfortunately, the Justice Department is itself criminal and has a tendency to conspire with officials who, like any other criminals, are most interested in hiding their crimes and avoiding prosecution and financial liability. Therefore, correctional institutions in the U.S. share similarities to the War on Terror camps where detainees suffered excruciating torture and some died. It is important to note, however, that whereas Guantanamo Bay detainees are/were allegedly terror suspects, most persons in U.S. jails and prisons are American citizens, a great number of whom have never been to trial for the criminal charges associated with their arrests. Such persons have a right to be presumed innocent.
VIII.
Correctional facilities warehouse hundreds of thousands of defendants who are jailed awaiting trial, mostly due to a lack of bail money, as well as convicted persons who plea bargained. Maya Schrenwar, managing editor of "Truthout," advises that the nation should eliminate bails altogether. Being coerced to waive trial and plea bargain is customary for defendants who lack the money for bail and a proper defense. Coercing plea bargains is particularly offensive regarding juveniles and mentally ill defendants. More than half of the nation's prisoners are actually Americans with mental disabilities, roughly 1.25 million inmates, most of whom were denied mental health care or treatment for drug and alcohol addictions until they were accused of crimes.
IX.
The high rate of in-custody deaths, especially among persons who were recently arrested, should alarm all Americans. Law officers can detain anyone up to a few days on mere suspicion without the need to actually file criminal charges. In addition, persons who have actually broken no laws are regularly booked on "resisting arrest" even without any evidence that the persons were initially subject to arrest. It is particularly disturbing when young women like Sandra Bland die in custody after what began as a traffic stop, something that can happen to anyone. 
X.
It is apparent that nobody in the indigent or working class has a right to life that is actually protected in the United States, especially not people who are African Americans or mentally ill. Overuse of force incidents that used to target African American men now increasingly demand the lives of African American women and children. Caucasians who were largely exempt from overuse of force incidents and in-custody deaths until recently now seem to have lost their "white skin privilege." Even middle class whites like former college student Cameron Redus are killed by police, and white homemakers like Eileen Dinino inexplicably die immediately after arrest. Police brutality and in-custody deaths threaten everyone and deserve the attention of human rights advocates.
XI.
One media company that is involved in an effort to fill the gap in reporting the number of deaths by police is The Guardian. I received an email invitation to share information about deaths by police and responded in the nine (9) paragraphs copied below:

Response to The Guardian re “The Counted” - People Killed by USA Police
1. Increasingly, police arrest victims before killing them. That happened in 2003 in Memphis, Tennessee to my brother, Larry Neal. Larry was a schizophrenic heart patient who irritated police with his loud singing and panhandling in public places. In mid-July, he was secretly arrested, and police denied having him in custody when Larry's family and social worker made inquiries and completed the missing person report. However, police did nothing to help find the harmless middle aged mental patient, because they knew exactly where he was. After 18 days of secret arrest, Larry died. To this day, Larry's family is denied knowing the circumstances of his death: (a) sudden cessation of heart drugs, (b) restraint chair or table, (c) starvation, or (d) brutality. [Mentally ill inmates were killed by all of these methods in recent years.]
XIII.
2. The Memphis Shelby County Jail and the United States Department of Justice refuse to release the information about this American with mental and physical disabilities, because his "arrest" was actually a kidnapping, and his death was actually a planned euthanasia. In fact, Larry's brother had been told two weeks before Larry's kidnapping that police were "getting tired of fooling with Larry Neal." Larry had suffered numerous arrests in Shelby County Jail for disturbing the peace and other charges related to his severe mental illness, so it is impossible to believe he could not be matched with his fingerprints and the missing person report.
XIV.
3. Increasingly, killings of mentally ill Americans have become the nation's new eugenics program. From the 1930's to the 1970's, African Americans, very poor whites, and the mentally ill of all races underwent enforced sterilization to control their numbers. Today, these same groups are either killed under the color of law or mass incarcerated throughout their childbearing years, which also accomplished eugenicists' intention of population control among those groups.

4. There continues to be a huge cover-up about Larry Neal's kidnapping and murder, because Shelby County Jail was operating under a Settlement Agreement with the USA after lawsuit for inmate abuse. Under the terms of the Agreement, the jail had an obligation to file an inmate fatality report with the feds for anyone who died in custody, but the USDOJ denies having received any information whatsoever related to Larry Neal's fatal arrest. Nevertheless, the USDOJ refused to investigate the cover-up. Years after being informed about Larry's murder, the Justice Department allowed Shelby County Jail to enter records in court hearings regarding its release from federal overview that again omitted Larry's death in custody.
XVI.
5. The hearings happened after the feds had communicated with me extensively about Larry Neal's in-custody death and after having received records of his demise. Therefore, the federal cover-up is definitely intentional. Three main parties are involved in the cover-up: Shelby County Government, the U.S. Justice Department, and The (Johnnie) Cochran Firm, which contracted with the Neals to act as Larry's wrongful death attorneys. The Cochran Firm's responsibility in the conspiracy was to keep Larry's murder out of the media and out of court, which the firm did through defrauding Larry's family as our wrongful death attorneys.
XVII.
6. The success of covering up police murders by first arresting victims has inspired increasing use of this method. Victims are arrested then eliminated after a short period in custody, i.e., Freddie Gray and perhaps Sandra Bland and Chavis Carter, and many others. Arresting people before killing them, as opposed to shooting or Tasing them to death before commuters with cameras, prevents public knowledge and outcry when videos are published, as happened after the killings of Oscar Grant, Eric Garner, Kelly Thomas, and many others. Cover-ups regarding in-custody killings are not foolproof, however. Witnesses who were jailed with Daniel Linsinbigler exposed his murder when Clay County Jail officials had falsely told his mother that the teenager was "found unresponsive in his cell." Linsinbigler's death was later ruled a homicide. Darren Rainey's murder by hot shower was also exposed to the media by fellow inmates.

XVIII.
7. Larry Neal's murder cover-up is most pathetic in that the federal government joined the conspiracy to cover-up his kidnapping and death rather than demanding justice. Larry's family has experienced significant surveillance, censorship, and financial persecution for attempting to expose the murder, obtain records, and due process of law.

8. Thank you for conducting this survey of police killings. I hope you recognize that your findings will not be complete unless you include persons who were arrested first and killed within hours or weeks after arrest. That is the new modus operandi. XXI.
ENCOURAGEMENT FROM LAW ENFORCEMENT AND OFFICIALS.
We congratulate journalists and human rights advocates for their interest in making America more "true to what she said on paper" (MLK). Documenting deaths by police is a good place to start. Our principle goal should be to have a nation where everyone's right to life, liberty and pursuit of happiness are honored and protected. Fortunately, many police officers recognize the importance of better police oversight, including Blacks in Law Enforcement of America (BLEA).
XXII.
We are pleased that the largest association of sheriffs, NSA, supports assisted outpatient treatment (AOT) programs for mentally ill Americans, which provide subsistence assistance and mandated psychiatric treatment. In 2014, the International Association of Chiefs of Police also endorsed AOT programs to promote treatment before tragedies. We congratulate Congress for recently appropriating $15 million to fund AOT programs. AOT is included in H.R.2646 "Helping Families in Mental Health Crisis Act." It is encouraging that the National Alliance on Mental Illness (NAMI) recently issued a letter in support of H.R.2646 The congressional bill has bilateral support in the House but needs greater advocacy by the general public to make it law. Journalists are asked to please give H.R.2646 as much news coverage as other health care bills receive. Treatment can help reduce mass incarceration, and therefore deaths in custody, of mentally ill Americans.
XXIII.
The U.S. Congress reduced the chances that anyone reading this article will have relatives "disappear" and die in jail without the in-custody deaths being reported, which happened to Larry Neal. The "Death in Custody Reporting Act of 2013" became law on December 18, 2014. ("There was a Death in Custody law on the books, but it somehow was allowed to expire in 2006. Why? XXIV.
PARTICIPATION.  
Together, we can see that this nation follows the United Nations' recommendation that the government "investigates promptly, thoroughly and impartially ALL deaths of detainees, assessing the health care received by inmates as well as any possible liability of prison personnel, and provide, where appropriate, adequate compensation to the families of the victims." Moreover, we can reduce the number of victims by applying due diligence. XXVI.
Local and state governments are encouraged to participate in reducing police brutality before and after arrests by ensuring that respect for citizens' rights and ethics are taught in police academies and enforced through prosecution of offending officers. Cover-ups only encourage more in-custody brutality and deaths. Local governments should also offer crisis intervention team (CIT) training to police and corrections officers. More funds should be allocated for AOT programs for persons with serious mental illnesses, especially prisoners who are reentering society. AOT program participation reduces homelessness, arrests, hospitalization, and future incarceration by over 85 percent, which means a significant increase in community safety and a substantial reduction in the budget for fighting crime and incarcerating offenders.

Our rights under the U.S. Constitution and the Universal Declaration of Human Rights are actually goals. The fact that the Justice Department is complicit in Larry Neal's wrongful death cover-up proves how important it is for U.S. citizens to endeavor to make America true to her ideals. During release hearings for Memphis Shelby County Jail to exit federal overview, I notified the judge over the release hearings, the U.S. Attorney's office, and the USDOJ in Washington about Larry Neal's kidnapping and murder in that facility, and the crime was ignored by all parties, who entered the conspiracy of cover-up instead. Officials conspired against the USA by allowing fraudulent records into federal release hearings that deliberately omitted the in-custody death of an American with disabilities, and I have been sorely persecuted ever since in order to keep their crimes contained.
XXXIII.
POLICE AND CORRECTIONAL FACILITIES LACK OVERSIGHT.
This writer cannot say whether federal officials are paid by abusive police departments and correctional facilities to disregard their oversight responsibilities, as was alleged in the criminal indictments against former U.S. Vice President Dick Chaney and former U.S. Attorney General Antonio Gonzales in 2008, but one thing is certain: Abusive police departments and correctional facilities actually have no reliable oversight except by the People. Even China chastises America for its human rights abuses. Your participation is needed.

Pre-Crime Arrests Approved in USA

Indefinite Detention Without Crimes

How do you feel about people in the USA being detained based on police suppositions that they have a high likelihood for future crimes? INDEFINITE DETENTION WITHOUT CRIMES, CRIMINAL CHARGES, OR DEFENSE IN ARIZONA ~It all begins with the mentally ill. Arizona is the latest to begin using pre-crime models to supposedly thwart attacks by those who are “near the breaking point.”

The video embedded below highlights how mental health police units look to harvest everything from medical records to gun purchases to online posts. Citing the crimes of Jared Loughner and Elliot Rodger, these units are being given the green light with new legislation to involuntarily detain those who are flagged.

As long as police use this power only to detain people in mental distress, it has the potential to benefit persons experiencing mental health crisis as well as their families and communities. People who have mental illnesses are usually denied treatment. Stringent restrictions ordinarily prevent families from involuntarily committing their members who need psychiatric treatment. In fact, mental hospitals have closed or downsized throughout the country to the point that inpatient treatment is nearly impossible even for voluntary commitments. Since Medicaid insurance was withdrawn for psychiatric inpatients in the 1970s, taxpayers have paid billions of dollars each year to warehouse mentally challenged people in the nation's jails and prisons rather than using much less money to improve community care and make hospitalization available for short-term and long-term psychiatric treatment.

Prison profiteering is spreading throughout America like an airborne disease. Care must be given to avoid civil and human rights abuses under this new psychiatric law. Psychological research studies have proved repeatedly that police perceive black youths as being perspective criminals. In the absence of stringent oversight, the new police powers to detain people who are not suspected of having done any crime whatsoever could be misused against minority populations and poor people.

According to the news video above, people who are detained under this law in Arizona are taken for psychological evaluations and not to jails or prisons, where 1.25 million mentally ill Americans wrongly endure incarceration as criminals. The law should state that at no point will people be jailed in the absence of crime. Pre-crime arrests are immoral and illegal according to the U.S. Constitution and Human Rights Law.

Memphis Police Bogus Prayer Vigil

MEMPHIS POLICE DEPARTMENT is up for accreditation by the Commission on Accreditation of Law Enforcement Agencies, Inc. (CALEA). Your comments are invited if you have an opinion about the law officers who secretly arrested mentally, physically disabled Larry Neal in 2003, hid him 18 days in jail while lying to his family and social worker ("We don't have him"), then returned the naked body of this harmless middle aged heart patient and denied the Neal family any excuse, explanation, investigation, arrest reports, or due process of law. The Neal family does not even know how they killed Larry - Taser, restraint chair, heinous medical experiments . . . (Eleven url links are in this article.) The brutality and murders of mentally ill people in Memphis did not stop with Larry's death, and neither is police violence limited to them. At least 11 people in Memphis were killed under the color of law in 2012, and two were already shot dead by MPD in 2013. Some of the victims' families are also DENIED open records. Speak publicly at the police department's accreditation hearing in Memphis on February 4 at 5:30 p.m. at 949 E.H. Crump Boulevard. As Memphis Police Department braces for the accreditation review, MPD scheduled a prayer vigil for February 2, 2013. (Eleven links are in this article.) Black churches will be up front for the event, called "Hands Around 201 Poplar." I do not know how many of the pastors are on Homeland Security's "Clergy Response Team" and payroll. Of course, one does not have to be a CoIntelPro preacher to pray for police officers, but ministers of God owe honesty to police officers and all people. Repentance is God's requirement for forgiveness. Black Autonomy Copwatch does not believe that requirement has been fulfilled, and it has not. In retaliation for the Memphis Black Autonomy Federation's letter to the Commission on Accreditation for Law Enforcement Agencies opposing the accreditation of the Memphis Police Department and in an attempt to discredit and disrupt our upcoming March 15-16 International Days of Action Against Police Brutality, Mayor AC Wharton and city officials, who have enlisted black churches as a front, are putting on a pro-police prayer "vigil" this coming Saturday (see news article, http://wreg.com/2013/01/29/hands-around-201-poplar/)


The so-called vigil, "Hands Around 201 Poplar," is being orchestrated by city officials and billed as "a stand against crime." But the mayor, the city council, the black ministers, and their allies almost never about the crime of police brutality in Memphis.


It is a crime that two Memphis cops shot and killed Steven Askew, 24, on Jan. 17, 2013, while Askew slept in his car with a gun reportedly on the front seat--a gun he was licensed to carry.

It is a crime that MPD officer Terrance Shaw shot and killed 15-year-old Justin Thompson on Sept. 24, 2012,
claiming that Thompson tried to rob him. Why couldn't Shaw, a trained cop, subdue this boy (if, in fact, Thompson needed to be subdued) without killing him? Will the investigation into Thompson's death ever be released to the public, or will the cover-up continue?


It is a crime that police beat and choked Lorenzo Davis, 28, to death on July 3, 2012, for allegedly possessing drugs. The medical examiner claimed that Davis died of cocaine poisoning, but doctors at Methodist Hospital who examined him told his mother that the only drug in his system was Tylenol.


It is a crime that Memphis police shot and killed Hernandez Dowdy, 38, on June 27, 2012, for stealing a car that was never really stolen because the white woman who owned the car filed a false police report.


It is a crime that at least 10 other people have died at the hands of Memphis police officers since Feb. 10, 2012.

It is not likely that much, if anything, will be said about these crimes of police murder at Saturday's "vigil." At our march and rally on Friday, March 15, and our mini-conference on Saturday, March 16 (details to follow), the Memphis Black Autonomy Federation, family members of people killed by the police, others who oppose police terror and corruption, including you, we hope, will protest the crimes committed by the Memphis police and begin to build a network of activists to fight police brutality in the Mid-South and around the country. We are not at all fooled or intimidated by the fake "vigil." We see it for what it is--a desperate attempt by city officials to disrupt, discredit and destroy the movement against police brutality that is developing in Memphis.

MEMPHIS POLICE DEPARTMENT is up for accreditation by the Commission on Accreditation of Law Enforcement Agencies, Inc. (CALEA). Your comments are invited if you have an opinion about the law officers who secretly arrested mentally, physically disabled Larry Neal in 2003, hid him 18 days in jail while lying to his family and social worker ("We don't have him"), then returned the naked body of this harmless middle aged heart patient and denied the Neal family any excuse, explanation, investigation, arrest reports, or due process of law. As Memphis Police Department braces for the accreditation review, MPD scheduled a prayer vigil for February 2, 2013. (Eleven links are in this article.) Black churches will be up front for the event, called "Hands Around 201 Poplar." I do not know how many of the pastors are on Homeland Security's "Clergy Response Team" and payroll. Of course, one does not have to be a CoIntelPro preacher to pray for police officers, but ministers of God owe honesty to police officers and all people. Repentance is God's requirement for forgiveness. Black Autonomy Copwatch does not believe that requirement has been fulfilled, and it has not. In retaliation for the Memphis Black Autonomy Federation's letter to the Commission on Accreditation for Law Enforcement Agencies opposing the accreditation of the Memphis Police Department and in an attempt to discredit and disrupt our upcoming March 15-16 International Days of Action Against Police Brutality, Mayor AC Wharton and city officials, who have enlisted black churches as a front, are putting on a pro-police prayer "vigil" this coming Saturday (see news article, http://wreg.com/2013/01/29/hands-around-201-poplar/)


The so-called vigil, "Hands Around 201 Poplar," is being orchestrated by city officials and billed as "a stand against crime." But the mayor, the city council, the black ministers, and their allies almost never about the crime of police brutality in Memphis.


It is a crime that two Memphis cops shot and killed Steven Askew, 24, on Jan. 17, 2013, while Askew slept in his car with a gun reportedly on the front seat--a gun he was licensed to carry.

It is a crime that MPD officer Terrance Shaw shot and killed 15-year-old Justin Thompson on Sept. 24, 2012, claiming that Thompson tried to rob him. Why couldn't Shaw, a trained cop, subdue this boy (if, in fact, Thompson needed to be subdued) without killing him? Will the investigation into Thompson's death ever be released to the public, or will the cover-up continue?


It is a crime that police beat and choked Lorenzo Davis, 28, to death on July 3, 2012, for allegedly possessing drugs. The medical examiner claimed that Davis died of cocaine poisoning, but doctors at Methodist Hospital who examined him told his mother that the only drug in his system was Tylenol.


It is a crime that Memphis police shot and killed Hernandez Dowdy, 38, on June 27, 2012, for stealing a car that was never really stolen because the white woman who owned the car filed a false police report.


It is a crime that at least 10 other people have died at the hands of Memphis police officers since Feb. 10, 2012.

It is not likely that much, if anything, will be said about these crimes of police murder at Saturday's "vigil." At our march and rally on Friday, March 15, and our mini-conference on Saturday, March 16 (details to follow), the Memphis Black Autonomy Federation, family members of people killed by the police, others who oppose police terror and corruption, including you, we hope, will protest the crimesk committed by the Memphis police and begin to build a network of activists to fight police brutality in the Mid-South and around the country. We are not at all fooled or intimidated by the fake "vigil." We see it for what it is--a desperate attempt by city officials to disrupt, discredit and destroy the movement against police brutality that is developing in Memphis.

Terror to Prevent Lawless America from Filming Mary Neal

Bill Windsor, they killed another mentally ill inmate like they murdered my brother, Larry Neal, after 18 days of secret arrest in Memphis Shelby County Jail. This one was in Tulsa, and he died of untreated blunt force trauma to the head and/or starvation and dehydration. Incarcerating the mentally ill for prison profits is the most corrupt practice in America's penal system, and they kill some without accountability OFTEN. Former Vice President Chaney and Attorney Gen Gonzales were indicted for ignoring prison abuse in 2008 in Willacy County, Texas. They did not go to trial, but the D.A. who brought the indictment did. (Google Juan Guerra, now a Texas defense attorney).

 Paragraph 2 of 11  -- I know it is frightening to expose officials in the highest echelons of government who may be misusing their positions to make money from corrupt police departments and prisons by withholding investigations after murders and abuses, but I hope Lawless America will carry the story of Assistance to the Incarcerated Mentally Ill for the sake of 1.25 million mentally ill inmates who should be in hospitals or community care programs, depending on their offenses and suitability to live outside a controlled environment. Yes, they send stalkers to harass you and send death threats via cyberterror. But no story about corruption in America is complete without telling about the secret arrest and murder of Larry Neal and his family's gangstalking and terrorism after asking for accountability and lawsuit against The Cochran Firm frauds. Americans deserve a consumer report regarding the law firm that operates in Johnnie Cochran's name and defrauds its own clients to help police and jails escape accountability after murders of black people. When I told mainstream media companies The Cochran Firm had Judge Wendy Shoob in Georgia Superior Court to declare falsely that there is no Cochran Firm office in the state of Georgia, the media companies said, "So what?" They will never warn people about this CoIntelPro operation.

Paragraph 3 of 11 -- I write this because of your announcement, "LAWLESS AMERICA MOVIE IS CHANGING ITS SCHEDULE FOR SAFETY AND SECURITY REASONS" http://goo.gl/RRKoE . I had hoped my nightmare of being stalked and censored to contain my advocacy would end on November 22, when I was to be interviewed for "Lawless America - The Movie." Now they have you going into hiding for security. Another documentary I was interviewed in regarding the secret arrest and murder of Larry Neal http://www.youtube.com/watch?v=584tgKJwobY was recorded by PressTV in June 2012, but it has not yet been released. See the short promo film on systemic racism that continually victimizes Africans in America, especially those who have other issues like poverty or mental illness. The mentally ill comprise 60% of those inmates who awakened in solitary confinement today, and 80% of inmates who are tortured in 9 foot x 6 foot solitary cells are blacks. What is particularly tragic is that America has between 5,000 and 10,000 wrongful convictions every year, according to a recent study. Inmates earn prison investors the same fee, whether innocent or guilty.


Paragraph 4 of 11 -- No movie about injustice is complete without telling about mental hospitals being closed across America to leave sick people homeless and later arrest them for crimes from vagrancy to murders in order to get the nation's first generation of private prisons started. They are kept full today by victimizing other mental patients over the next 40 years. Municipalities contract with private prisons to maintain prisons at a certain occupancy level, and incarcerating the mentally ill in America is the main way this contractual obligation is met.


Paragraph 5 of 11 --
I spoke with a distraught mother last night - Ms. Goolsby. She has two sons, both are mentally ill inmates who were incarcerated as teens. Police told her that some thugs took advantage of her oldest son's mental illness and used him as a lookout during a robbery. He is in prison now being raped and beaten by other inmates when he should have been sent to a hospital. Her youngest son was arrested for masturbation. He was visiting his dad, who Ms. Goolsby said has always been ashamed of his sick son and grew tired of paying child support for him. Her ex had another son who was younger than the mentally ill teen. The youngster walked into a room where Ms. Goolsby's son was masturbating and watching a sex tape his dad had left in the VCR. The dad pressed charges, saying his mentally ill son exposed himself to his younger child. Both of Ms. Goolsby's sons are in Georgia prisons. Like many mentally ill inmates, they face abuse from inmates and guards, and their sentences may be lengthened for failure to follow prison rules because they are sick and not always in control of their actions (especially when not medicated) and are slow to understand instructions.

Paragraph 6 of 11 -- The oldest son should have been released in 2012, but now the prison told Ms. Goolsby he has to stay until June 2013. In June, they may say another year - and another. One mentally ill youth in Los Angeles who was arrested after he threw a chair through his mom's window may get life in prison because he threatened the judge and a prison guard with light rays from Mars. They called it a "terrorist threat." This is how prison investors make money off the mentally ill. Even if they are arrested for misdemeanors, they may end up in prison for life.


Paragraph 7 of 11 -- My testimony is about Larry Neal's murder under secret arrest and the elaborate government cover-up that has lasted nine years by lawyer fraud, censorship, cyberterror, gangstalking, cooperation from the sold-out media companies, and payoffs to public officials who joined the conspiracy to deny my family's civil rights and became accessories to the murder after the fact. But it is also about all the mentally ill people who are wrongly victimized in and by the injustice system - Kelly Thomas, who was murdered by six Fullerton, California police officers who beat the homeless mentally ill man to death before witnesses; Tim Souders, who was died of dehydration on a Michigan jail's restraint table where he was left for four days without food or water; Sean LeVert, the entertainer who was killed in a restraint chair while arrested for child support, and many others.


Paragraph 8 of 11 -- Today George Allen, a mentally ill inmate from Missouri's death row, will be released from prison, where he has languished for 30 years for a crime that the DNA test he was finally allowed to take proved he did not do. Thank God for the Innocence Project and all of its financial supporters. The Missouri District Attorney challenged Allen's right to go free even after proving actual innocence. That shows how corrupt our justice system is more than anything - the fact that courts are under no obligation to consider post conviction evidence to stop executions or release inmates who lose their youth behind bars working as prison slaves for crimes they did not do. It is wrong for the inmates, their families and communities, and wrong for taxpayers to pay to execute or rehabilitate innocent people. I am an abolitionist who has big problems communicating with the world about wrongful executions. Every execution that happens without irrefutable proof of guilt is wrong, and no state should ignore the law and execute mentally ill people and those with low I.Q. scores, but they do. Consider the case of poor Andre Thomas who is literally eating his own body parts on Texas death row. So far, the poor mentally ill man ate both his eyes.


Paragraph 9 of 11 -- Three minutes on "Lawless America - The Movie" will not be enough time to tell about the denial of civil and human rights that my family endured after Larry Neal's secret arrest and murder or adequately explain the corruption that victimizes mentally ill Americans and their families, but I would like to try. Most Americans are decent, compassionate people. Therefore, testifying about these crimes may do more than merely expose corruption in government and the judiciary, which is the stated goal for "Lawless America - The Movie." I believe that once the public realizes these crimes against humanity are happening in their names and with their tax dollars, many innocent lives will be saved - maybe my own.

I am a non-violent Christian who would never hurt anyone. But I am not above taking a basket of pine cones from my backyard and throwing them at the windows of the court-declared "nonexistent" Cochran Firm law office in downtown Atlanta if it will end my terrorism and censorship - even if cops Taser and arrest me like they threatened to do in 2010 for exposing my brother's lynching and The Cochran Firm fraud against black families after police kill their mentally disabled or elderly relatives. They won't let me before a jury in civil court, but throwing pine cones should get me before one in criminal court. I am just that sick of the FEMA camp they have made of my home - taking over my computers, telephones, and sending stalkers to follow me to monitor and control computers I access at Kinkos or the public library. I cannot let it continue. I say with Dr. Martin Luther King, Jr., Malcolm X, and Patrick Henry, "Give me liberty, or give me death!" I will have someone to follow me while I enter a building with a metal detector and trail me to the Cochran Firm building so they cannot lie and say I threw something else. Still, the Taser might kill me if Atlanta police do what they threaten, because I have a heart murmur. If they kill me, publish my work, and continue to give ASSISTANCE TO THE INCARCERATED MENTALLY ILL. Family, publish my book manuscripts right away, and don't worry about me. Jesus is my Lord.
