On September 6, 2011, a death order was issued for Troy Anthony Davis regarding his conviction for the murder of Officer MacPhail although his guilt is doubtful. NAACP President Benjamin Jealous met with Mr. Davis for two hours on death row and said, “Beyond a shadow of a doubt, this man is innocent.” On September 15, 2011, over 600,000 signatures on petitions to save Troy Davis were delivered to the Georgia Board of Pardons and Paroles. I believe it is unfair to Officer MacPhail and to Troy Davis that no new trial was ordered in this case and that Troy Davis is under a gag order to prevent his free speech in the matter. But freedom of speech is almost lost in America, a country where young police officers and black men like Troy Davis are not considered as important as they should be. Neither was Larry Neal. On August 1, 2003, Larry Neal [was killed] under secret arrest in the custody of Memphis/ Shelby County Jail, a facility that was under the United States Department of Justice's direct overview after being sued by the USA regarding inmate abuse. Memphis/Shelby County Jail was operating under an Agreement with the USA. The Agreement placed the jail under overview by the United States Department of Justice (USDOJ) in order to protect inmates from further abuse. After Larry Neal's murder in the correctional facility, United States officials colluded with Memphis/ Shelby County Government and The (Johnnie) Cochran Firm to hide the sick inmate's death and to falsify federal records to omit reporting his arrest and demise in the jail's custody, thereby saving the officials who USDOJ [officials had a duty to supervise]. Numerous other parties conspired with the USA to cover-up Larry Neal's secret death in government custody between 2004 and today and to censor, persecute and harass the Neal family for daring to ask for accountability and records related to Larry's fatal incarceration and because we brought a civil action against The (Johnnie) Cochran Firm for defrauding its clients, the Neal family. The Cochran Firm contracted to represent the Neals to bring a wrongful death action against Memphis/ Shelby County Jail and negligence lawsuits against the State of Tennessee and Larry Neal's final care home. However, the law firm signed contract with the Neals while hiding a serious conflict of interest and proceeded to hold the cases secretly inactive in order to protect federal, State of Tennessee, and Memphis/Shelby County officials in their quest to cover-up Larry Neal's death while the statute of limitations passed. The managing partner for The Cochran Firm's Memphis office was Julian Bolton, the longest standing member of the Shelby County Commission, which owns and operates Shelby County Jail. Once The Cochran Firm signed contract with the Neals (the contract appointment was made the day of Larry's murder) Shelby County and the USDOJ felt home free to deny Larry's death due process of law.
The justice system is obviously not concerned about murders, especially when victims are black, or the government would certainly not withhold investigation and information about Larry's murder in Memphis/Shelby County Jail. To execute anyone for murder when the government is itself murderous is hypocrisy. Reflecting on his 30 years as judge hearing death penalty cases, Judge Boyce M. Martin, Jr., of the Court of Appeals for the 6th Circuit, wrote an opinion in Wiles v. Bagley wherein he stated that capital punishment in this country remains "arbitrary, biased, and so fundamentally flawed at its very core that it is beyond repair."
While innocent men face lethal injection, Memphis Shelby County Government and the United States of America cover up Larry Neal's death. Larry was essentially kidnapped and murdered because he had irritated police by singing loud and panhandling since his release after 20years as a psychiatric inpatient, but "justice" officials steadfastly refuse to release any documents or give any accountability for Larry Neal's secret, fatal incarceration. The jail ignored a federal subpoena (which a federal judge refused to cause the jail to honor), and the USDOJ ignores requests under the Freedom of Information Act. The government cover-up of Larry Neal's murder in the custody of one of America's largest county jails and refusal by federal officials to give the deceased party's survivors any explanation or records whatsoever is reminiscent of 2008 Grand Jury indictments against former Attorney General A. Gonzales and other officials in Willacy County, Texas. The indictments against federal officials and certain Texas judges alleged that they withheld investigations related to inmate abuse in county jails in return for illegal payments and/or because they were prison investors. I do not know what the USDOJ was supposed to do to censure Memphis/Shelby County Jail when Larry's secret arrest and death proved the jail seriously violated the terms of its Agreement with the USA. Certainly, the Agreement was violated when police lied to a disabled man's social worker and family for weeks, denying that he was incarcerated to deprive him of vital heart and psychiatric meds and then killing him by undisclosed means. Perhaps black mental patients were used for waterboarding training during the War on Terror. That would certainly give poor Larry a heart attack.
Our mother has frequent nightmares about the different circumstances under which Larry may have expired. According to a study by Gutsell and Inzlicht, many whites have a block against empathizing with black people like my mother and Troy Davis' mother - http://alturl.com/df23q . Of course, that study does not explain why Attorney General Holder refuses to respond to the Neal's Freedom of Information Act requests about Larry, since he is not white. (TROY DAVIS' MOTHER DIED OF HEARTBREAK IMMEDIATELY AFTER THE U.S. SUPREME COURT REFUSED TO HEAR HIS' FINAL APPEAL. I am sure she suffered nightmares like my mother, but "they don't really care about us" - MJJ.) Apparently, the "police brotherhood" trumps law and order for USDOJ personnel, no matter what race they are. I do not think Larry was starved to death like Carlos Umana, a 20-year-old Latino man who died that way in a Utah jail in February 2011. Umana sffered from paranoid schizophrenia like Larry did. He was arrested after a disturbance at his home. His family thought he would be hospitalized. Instead, Umana was jailed in solitary confinement. He weighed 180 pounds upon arrest in October 2010 and exited jail as a 77-pound corpse four months later (the last link in this article carries the story). I publish such reports as founder/ director of Assistance to the Incarcerated Mentally Ill to enlist public support in the quest to decriminalize mental illness. I started advocating to decriminalize mental illness and improve access to mental hospitals and community psychiatric care before learning that many people in America's justice system are prison owners and investors and that they would persecute me for my advocacy because it threatens prison profits. America pays $50Billion per year to imprison 2.3 million people, and over half of the inmates are mentally ill people. A link to our online organization is also below. Apparently, Larry did not starve like Umana. Larry's partial autopsy report which we received by fax from the Shelby County Medical Examiner's office indicated that he had undigested food in his stomach, so apparently they fed him. Of course, when I requested more information about the circumstances surrounding Larry's death than the autopsy gave, I was told that is all the coroner's office would send. "Who arrested Larry? What were his charges? Why did he not call home? Why did the police lie to his family and social worker and deny having him arrested for weeks? What cause Larry's heart attack? What were the circumstances surrounding his death? Had he had any hearings? Did he have a lawyer assigned? Was he kept naked in solitary confinement? Please tell us!" Essentially, the response was, "Shut up if you know what's good for you! We investigate pit bulls' deaths in America - not black men who die in secret police custody. You people are immaterial!" That is racism and disparate treatment.

Cochran Cherry Givens, a/k/a The Cochran Firm had RECUSED HIMSELF immediately after Mary Neal's lawsuit against The Cochran Firm was served in January 2008, but the judge mysteriously reappeared on the court's Order to Dismiss, which stated that CRIMES AGAINST THE NEAL FAMILY ARE "IMMATERIAL." The federal court docket for Hattie and Mary Neal vs. The Cochran Firm differs now from what it was upon the termination of the case. The federal court docket for Kathryn Johnston's survivors' lawsuit against the City of Atlanta also CHANGED after the case settled in August 2010 (another case of The Cochran Firm defrauding black clients to save police). Federal court is corrupt, so I will not be surprised at anything that happens there during the Mary Neal vs. USA case or to the records after the case closes. Officials and judges probably think they do nothing wrong by denying African Americans like the Neals and Troy Davis our civil rights, just as the founding fathers made grand speeches about the importance of freedom while they owned slaves. Perhaps the USA will have a judge declare that the USA does not exist like The Cochran Firm had Judge Wendy Shoob, of Georgia Superior Court, declare that law firm nonexistent in the State of Georgia in 2006. Or the USA may have another federal judge declare that it is OK to secretly arrest and murder mentally challenged people like Larry Neal then deny a family's requests for information and records, and follow and persecute family members because as African Americans, we are IMMATERIAL PEOPLE like Troy Davis is. That is apparently what the City of Atlanta and DeKalb County Government officials and police decided. They threaten to arrest me for attempting to speak with officials or to the public about Larry's murder and my persecution and censorship on public property. Police said that whereas it is illegal to steal Sarah Palins' emails and the hacker went to jail, it is NOT illegal to steal Mary Neal's emails and delete data from my hard drive. Palin is white and wealthy, and I am black and working class. Therefore, my computers are continually taken over by illegal remote hosts, but police refuse to accept the IP addresses of hackers who do this. Furthermore, DeKalb County Police said "YOU HAD BETTER NOT EVEN TRY TO TALK TO CEO BURRELL ELLIS ABOUT DEKALB COUNTY POLICE REFUSING TO RESPOND TO YOUR CRIME REPORTS REGARDING THE YOUNG MAN WHO STALKS YOU IN PERSON AND THE DESTRUCTION OF YOUR COMPUTERS VIA REMOTE ACCESS OR HACKERS TAKING OVER YOUR TELEPHONE." I suppose officials may think they can say, "I did not know any of my constituents was being denied police services," if I am denied the right to complain to superiors about the discrimination. That is what makes certified mail so handy.
Georgia scheduled a September 21 execution for Troy Davis on an unproved murder, but the Mary Neal vs. USA lawsuit will EXPOSE the fact that the injustice system helps hide murders if the situation is reversed - a black man killed by police. Then the government withholds investigation and prosecution and allows and/or facilitates terrorism against survivors of the deceased to prevent public disclosure. Meanwhile, our children place their hands over their hearts every school day and pledge allegiance to the flag of "one nation under God with liberty and JUSTICE FOR ALL" - a nation which bombs countries that do not show an acceptable level of respect for "democracy."
The media ordinarily reports when murders happen, and mainstream media gave in-depth reports about lawsuits against Bishop Eddie Long. But the media probably conspired with the government to withhold reports about Larry Neal's murder and his family's lawsuits against The Cochran Firm, which is America's largest CoIntelPro program against African Americans to date. Judge Batten refused to honor my Motion to Compel Cox Enterprises (which owns Atlanta Journal Constitution and Channel 2 in Atlanta) to release records of The Cochran Firm's prolific advertising for its Atlanta law office because the frauds were before the court pretending not to have any offices in Georgia. The media is likely to censor my lawsuit against the USA for racism, conspiracy and terrorism, also. Next time you hear a news report, remember how much they censor and ask yourself, "Why do they want me to know about this? How does telling me this news help fulfill the New World Order agenda? Who owns/ controls mainstream media? Did they get a 'bailout'?" It was interesting that news about the federal hearings in United States District Court, Western District of Tennessee, to determine if Memphis /Shelby County Jail should be released from federal overview disappeared offline. When I checked the archived reports that the Commercial Appeal had available, the dates when the hearings were conducted were missing. During those hearings, Memphis residents, including former jail inmates, testified about improvements in Shelby County Jail. Not a peep was mentioned or reported about Larry Neal's secret murder there although the USDOJ and I had corresponded extensively about his demise. Many people believe the answer to multiple incidents of overuse of force by police officers or abuses in correctional facilities is to demand federal investigations and put the feds in overview. Little do they know that USDOJ officials may use their oversight position to help police do cover-ups like in Guantanamo.
Please help overcome censorship and hopefully reduce terrorism against my family by sharing this article yourself. My family has been too intimidated before now to sue the USA for participating in Larry's murder cover-up and denying us due process of law. But since Georgia plans to execute Troy Davis for an unproved murder and Hank Skinner was given an execution date of November 9 but denied DNA tests to prove his innocence in Texas, I believe it is urgently important for people to know that the injustice system is not really against murdering African Americans or working class whites. No working class Americans of any race have "inalienable rights" that are respected and protected in the USA, especially if protecting those rights would inconvenience elitists or expose corruption in the justice system. Georgia's court system where Troy Davis was sentenced seems particularly corrupt - in an overt manner and on the record.
